Libya remains a key destination and transit country along the central Mediterranean route for migrants seeking to reach Europe. Migrants, refugees and internally displaced persons (IDPs) in Libya are highly vulnerable to violence, exploitation and abuse with limited access to critical lifesaving support, such as health services, food, shelter and protection assistance The complex political context, characterized by ongoing tensions and security challenges, creates an environment of insecurity, violence, and human rights abuses against migrants. The situation is especially dire for children in these mixed migration flows, as they have limited access to education and their caregivers often lack documentation, faceย unemployment, and are at risk of arbitrary detention, trafficking, or forced family separations due to their irregular entry into Libya. Social isolation further hinders their access to essential protection services.ย IOM established its operations in Libya in 2006. Throughout the country, IOM provides a comprehensive response to the needs of affected population. In this context, IOM also engages with Libyan authorities, the United Nations system, non-governmental organizations and communities to develop capacities in order to better support migrants, internally displaced populations and host communities.ย
Under the overall supervision of the Protection Officer, the direct supervision of the Protection Officer, and in close coordination with other relevant units of the programme, the incumbent will support the implementation and monitoring of IOM Libya Protection Capacity Building activities. The incumbent will be based in Tripoli with travels to other areas of responsibility throughout the country.
The responsibilities below relate to capacity-building activities assigned to the Senior Protection Associate (Capacity Building).
- Support the strategic and operational planning of protection capacity-building activities by coordinating with Protection Officers, including by facilitating the identification of training priorities, development of activity plans, and alignment with programmatic objectives.
- Supervise third party contractor (CTG) capacity-building Protection Assistants. Set work plans, distribute tasks, plan capacity building events and follow up on performance.ย
- Contribute to project proposals, PowerPoint presentations, studies, reports, and other documents as required.ย ย
- Support administrative, financial, logistics and operational matters linked to the capacity building programme activities.ย
- Update and develop protection-related training materials in collaboration with IOM Libyan experts, the Regional Office in Cairo, headquarters, and partners involved in capacity developments projects.
- Lead in the organisation and coordination of meetings and workshops, as required.ย ย
- In collaboration with senior protection staff, attend conferences and deliver training sessions on protection mainstreaming and specialized protection topics for IOM partners and staff.ย ย ย
- In collaboration with other IOM departments and senior protection staff, support the development of partnerships with key national and local stakeholders, including government and non-governmental partners, as well as research entities and academia.ย
- Support liaison with government officials and other key partners to maintain effective cooperation and working relationships.
- Produce reports, trackย projects progress, and monitor consistency with the respective results framework.ย
- Maintain accurate and timely storage of all relevant reports and data in accordance with IOMโs data protection principles.ย
- Assist with theย preparation of informal translations from English to Arabic and vice versa as needed.
- Perform other duties as may be assigned.ย
EDUCATION
- Bachelorโs degree from an accredited academic institution inย Political or Social Sciences, Development Studies, Human Rights, Communication, International Relations or Law, or relevant field; with five yearsโ experience in a relevant field; or,ย
- High School diploma with seven years of relevant professional experience
EXPERIENCE
- At least 3 years of work experience in the field of migration and/or protectionย
- Prior experience supporting migration capacity development initiatives
- Computer literacy and skills with specific proficiency in Microsoft applications.ย
- Reliable, efficient, high level of professionalism, organizational skills and ability to work under pressure and adhere to strict deadlines.ย
- Good analytical skills, with keen eye for detail and accuracy.
SKILLS
- Effective organizational skills and ability to establish priorities and plans, ability to work under pressure and cope with deadlines;
- Good knowledge of MS Office applications, e.g. Excel, Word, Outlook, etc.
