Background:

The OSCE Support Programme for Ukraine (SPU) has been established in order to continue supporting the Ukrainian Governmentโ€™s reform efforts and mitigating the increased risks to civilians caused by the war against the country. The objective of the SPU - and therefore of all its projects - is to support Ukraine across all three OSCE dimensions on the governmentโ€™s reform efforts and on the evolving risks to civilians caused by the war, thus ensuring that the OSCEโ€™s work conducted over the past three decades and in the future, continues to impact positively the institutions and people of Ukraine and that Ukraineโ€™s comprehensive security is enhanced in line with the OSCE commitments.

The OSCE extra-budgetary project โ€œIn support of strengthening capacities of Ukrainian authorities in preventing and combating illicit trafficking in weapons, ammunition and explosives in all its aspectsโ€ - implemented by the OSCE Conflict Prevention Centre / Forum for Security Co-operation Support Unit (FSC) - aims to address challenges and risks related to illicit trafficking and misuse of weapons, ammunition, and explosives (WAE) in Ukraine and will have overall supervision of the project, while the Senior Project Associate will be operating in Kyiv to provide coordination and communication support to the project team at the Secretariat, ensuring the successful implementation of the project on-site.

The incumbent works within the extra-budgetary (ExB) project โ€œIn support of strengthening capacities of Ukrainian authorities in preventing and combating illicit trafficking in weapons, ammunition and explosives in all its aspectsโ€ that is currently envisaged to last 3 years.

Tasks and Responsibilities

The Senior Project Associate reports to the Project Officer, P3, while the Chief of FSC support unit acts as a second-level supervisor. The incumbent is expected to supervise and guide one Senior Project Assistant and one Project Assistant.

The incumbent is tasked with the following:

Contributing to the timely accomplishment of project outputs by coordinating and administering project activities. Supporting day-to-day planning and follow-up with partners and stakeholders on implementation of administrative activities and processes in accordance with OSCE rules and established business processes. Providing recommendations on refinement of strategic directions of projects activities in the politico-military fields. Supporting coordination of experts and contractors delivering goods and services, applying ExB schemes, including administration and monitoring of Terms of References and specifications and following up on processes and work deliverables. Coordinating and supporting the preparation, submission, revision and follow-up of the projectsโ€™ budget, and the monitoring and provisioning of information on implementation. Reviewing reports of the implementing partners including financial reports. Managing inter-agency coordination meetings with national stakeholders in the area of his/her responsibility. Providing advice and recommendations on required inputs from national partners in support of the project activities. Representing the OSCE at specific local, national, regional conferences and events upon the request of the supervisors. Attending local and international conferences โ€“ also as a speaker at meetings with NGOs, international or bilateral agencies. Coordinating and leading administration and organization of project events, meetings, workshops and other activities. Reporting on outcome- and impact-level indicators, using well-founded monitoring and evaluation techniques, in a manner that is easily comprehensible to stakeholders. Supervising the Project implementation team located in Kyiv.

Necessary Qualifications:

Completed secondary education, supplemented by specialized training or formal studies in international relations, politico-military field, or project management. Minimum seven years (six years with a fist-level and five with the second-level university degree) of relevant working experience in the political-military affairs or international relations, preferably in an international environment. Established knowledge and understanding of the developments in politico-military field. Experience in project planning, implementation and reporting. Prior professional experience in the field of SALW/Conventional Ammunition would be an asset. Ability to conduct independent research and collect information from a variety of sources. Computer literacy and proficient use of Microsoft Office (Outlook, Word, Excel and PowerPoint), internet. Experience with an ERP software is an asset. Professional fluency in English and Ukrainian with excellent communication (both oral and written) skills. Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities. Ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.

Remuneration Package

Monthly remuneration, subject to social security deductions, is USD 2,363 as per the relevant OSCE salary scale; the salary payment is effected in EUR. Social benefits will include participation in Cigna medical insurance scheme and the OSCE Provident Fund. The Organization contributes an additional amount equivalent to 15% of the employee's salary to this pension-style fund while the employee contributes 7.5%. Appointments are normally made at step 1 of the applicable OSCE salary scale.

The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The Organization shall apply an age limit of 62 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.
