Setting and ReportingThe position is located in the Office of the High Representative for the Least Developed Countries, Landlocked Developing Countries and Small Island Developing States (UNOHRLLS). The Office is mandated to mobilize and coordinate international support and resources for the effective implementation of the Programmes of Action for the Least Developed Countries, Landlocked Developing Countries and Small Island Developing States, enhance its monitoring and follow-up and raise awareness and advocate with respect to their special needs. Sub programme 2 of the Office is mandated to support the implementation of the Awaza Programme of Action for Landlocked Developing Countries (APOA) through enhanced international cooperation on transit transport development, trade facilitation measures, and regional integration initiatives. The sub-programme focuses specifically on addressing the unique challenges faced by the 32 LLDCs in accessing international markets due to their geographical disadvantage and dependence on transit countries for trade. The LLDC Sub-programme coordinates international support for implementing transit transport policies, monitoring progress on trade facilitation commitments, and fostering partnerships between LLDCs, transit countries, and development partners to improve transport connectivity and reduce trade costs. For more information see: https://un.org/ohrlls ResponsibilitiesWithin delegated authority, the Senior Programme Management Officer will be responsible for the following duties: โข Leads the secretariat function of the High-Level Panel on the Freedom of Transit and evaluate assigned programmes/projects, etc.; directs subordinates in programme/project development, implementation, monitoring and assessment; directs review of relevant documents and reports; identifies priorities, problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and initiates follow-up actions. โข Ensures implementation of gender mainstreaming guidelines by assessing the implications for men and women of any planned action, including legislation, policies or programmes, in all areas and at all levels. โข Directs research and programme evaluation and presents information gathered from diverse sources. โข Provides authoritative policy leadership on freedom of transit. Coordinates policy research and analysis on freedom of transit issues, including customs procedures, infrastructure development, digital trade facilitation, and regional transit agreements. โข Undertakes survey initiatives; guides design of data collection instruments; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions. โข Supervises preparation of various written outputs, e.g. background papers, analysis, substantial sections of reports and studies, inputs to publications, etc. โข Directs substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. โข Manages outreach activities; designs and conducts training workshops, seminars, etc., makes presentations on assigned topics/activities. โข Leads field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc. โข Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and ensures preparation of related documents/reports (pledging, work programme, programme budget, etc.). โข Serves as an effective spokesperson and establishes collaboration and partnerships with key officials at all levels inside and outside the organization. โข Ensures effective utilization, supervision and development of staff; Guides, evaluates and mentors staff. โข May perform other duties as required. EducationAdvanced university degree (Masterโs degree or equivalent) in economics, law, international trade or a related field is required. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree. Work ExperienceA minimum of ten years of progressively responsible experience in international trade facilitation, transport policy development, or regional economic integration of which at least five years at the multilateral/international level working with UN agencies, regional economic communities, or international financial institutions is required. Experience in trade-transit-transport policy development, including work on customs modernization, border management, or regional transport corridor development; .stakeholder coordination involving government officials, private sector entities, and international organizations in trade facilitation or transport sector development is desirable. Experience on international legal instruments related to law of the sea, freedom of transit, international trade law, including WTO Trade Facilitation Agreement, transit rights under GATT Article V, and regional trade agreements is desirable.
