The United Nations Office of Information and Communication Technology's Enterprise Solutions Service (OICT/ESS) develops and supports a wide range of enterprise solutions and provides products and services that support the work of the UN. This position is in the Enterprise Solutions Service, Office of Information and Communications Technology (OICT/ESS), hosted by ESCAP and located in Bangkok, Thailand. The incumbent reports to the Chief, Enterprise Solutions Service. ResponsibilitiesUnder the direct supervision of the Chief, Enterprise Solutions Service, the Senior Programme Officer will be responsible for the following duties: โข Takes the lead to develop, implement and review assigned ICT programmes/projects, etc.; directs subordinates in programme/project development, implementation, monitoring and assessment; directs review of relevant documents and reports; identifies priorities, problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and initiates follow-up actions. โข Ensures implementation of gender mainstreaming guidelines by assessing the implications for men and women of any planned action, including legislation, policies or programmes, in all areas and at all levels. โข Directs research and programme review and presents information gathered from diverse sources. โข Coordinates policy development; reviews the assessments of issues and trends, preparation of analysis or research activities and studies. โข Undertakes survey initiatives; guides design of data collection instruments; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions. โข Supervises preparation of various written outputs, e.g. background papers, analysis, substantial sections of reports and studies, inputs to publications, etc. โข Manages outreach activities; designs and conducts training workshops, seminars, etc., makes presentations on assigned topics/activities. โข Coordinates activities related to budget and funding (programme/project proposal preparation and submissions, progress reports, financial statements, etc.) and ensures preparation of related documents/reports (pledging, work programme, programme budget, etc.). โข Coordinates activities related to resource mobilization, develops and executes fundraising strategies, identifies potential donors and partners, negotiates funding agreements, and manages grants. โข Serves as an effective spokesperson for the Service and establishes collaboration and partnerships with key officials at all levels inside and outside the organization. โข Ensures effective utilization, supervision and development of staff; Guides, evaluates and mentors staff โข Leads team efforts to collect and analyze data and provides insight to identify trends or patterns for data-driven planning, decision-making, presentation and reporting. Work ExperienceA minimum of ten years of progressively responsible experience in project or programme management, administration or related area is required. Experience with inter-governmental cooperation, UN inter-agency coordination and multi-stakeholder partnerships and platforms is required. Experience in designing and managing multi-stakeholders events is required. Demonstrated experience implementing projects aligned with SDGs or sustainable development initiatives, with proven track record of integrating digital transformation solutions is required. Experience with resource mobilization and knowledge of development finance is required. Experience with resource mobilization for ICT projects is desirable. Experience with Machine Learning and Generative AI is desirable. Experience in data analytics or related area is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required.
