Org. Setting and ReportingThis position is located in the Office of the Under-Secretary-General (OUSG) of the United Nations Department of Economic and Social Affairs (DESA). The Senior Programme Management Assistant reports to the Head, Strategic Planning and Communication Service (SPCS)/DESA/OUSG. ResponsibilitiesUnder the direct supervision of the Head of SPCS, the Senior Programme Management Assistant will be responsible for the following duties: โ€ข Independently provides full range of project management and implementation assistance at all phases of the project cycle for Strategic Planning and Communication Service and the United Nations Highโ€level Advisory Board for Economic and Social Affairs. โ€ข Researches, compiles, analyses, summarizes, and presents basic information/data relevant to the project, highlighting noteworthy issues/trends for consideration by appropriate parties. โ€ข Reviews, appraises, and revises, as necessary, all submissions for the project, ensuring compliance with guidelines and project objectives; identifies problems/issues, seek clarification from departments, assess replies, and prepares a summary for the manager with suggestions for further action. โ€ข Works with funding agencies and managing offices within DESA to arrange financing modalities; obtains requisite clearances; ensures establishment of proper monitoring systems through scheduled reporting, review meetings and missions. โ€ข Drafts budget and forecast based on submissions; prepares monitoring checklists, identifying stages of project development, funding source, inputs by reviewing internal and external bodies, and follow-up actions required. โ€ข Monitors budgetary commitments, including verification of charges and obligation documents in Umoja for all financial transactions; prepares periodic budget revisions and ensures appropriate resource allocations; reconciles accounts with amended budget; evaluates trends of financial implementation and makes necessary recommendations to line manager. โ€ข Assists the supervisor on coordination, monitoring and expedition of implementation activities and participates in project evaluation; monitor implementation at all stages to ensure work is proceeding according to established plans, including analysing implementation difficulties and initiating remedial action; liaises with diverse organizational units to initiate requests; prepares standard terms of reference against project objectives, obtains necessary clearances, processes and follows-up on administrative actions and resolves issues related to project implementation, e.g. travel arrangements, authorization of payments, disbursement of funds, procurement of equipment and services, etc. โ€ข Audits consultant or contractors' invoices against the goods and services provided by the contractor and approved by the UN; processes the payment of contractors' invoices and monitor payments. โ€ข Arranges for formal closures of projects, final budget revision, transfer of equipment, clearance, publication and distribution of final report. โ€ข Provides secretariat services to committees, ad hoc tasks forces, etc.; assembles background documentation; monitors follow-up actions, etc. โ€ข May undertake mission in support of above activities, including organization of Advisory Board meetings and related events to take place away from the UN headquarters. โ€ข Establishes internal databases; sets up, files, stores and manages data and information relevant to the scope of project activities. โ€ข Assists with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making. โ€ข Assists with visualizations and updating information material such as web pages or brochures. โ€ข Performs other duties as assigned. Experience in Enterprise Resource Planning (ERP) systems, such as Umoja, related to procurement and purchase orders is desirable. Experience in integrated information management systems, such as Inspira, related recruitment of staff and consultants is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage. Special NoticeThis position is funded under the Extrabudgetary resources. The position is temporarily available for six months, with a possibility of extension. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment. The appointment or assignment and renewal are subject to the availability of the post or funds, budgetary approval or extension of the mandate. While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.
