JOB TITLE: Senior Programme Associate (M&E)

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
Under the Pacific Multi-Country Strategic Plan (MCSP 2023โ2027), the WFPโs Pacific Multi-Country Office (MCO) in Suva, Fiji, coordinates activities to strengthen the emergency preparedness and response capacities of Pacific Island Countries and Territories (PICTs), in alignment with WFPโs global mandate and commitments.
Through this five-year strategy, WFP supports Pacific governments and regional stakeholders in enhancing national capacities, systems and coordination mechanisms. The MCSP also includes contingency provisions to deliver common services and platforms for supporting national disaster preparedness and response efforts. Key areas of support include strengthening logistics systems, improving food security and nutrition data collection and analysis, advancing cash-based transfers, enhancing social protection systems and emergency telecommunications infrastructure.
To support WFPโs MCO efforts, the Research, Assessment and Monitoring (RAM) unit conducts regular surveys, monitoring activities and data mapping to inform food security, livelihoods, and nutrition conditions across the region, supports programmatic, policy decisions and advocacy efforts.
It is envisioned that the Monitoring and Evaluation (M&E) Senior Associate, working closely with the RAM team, Activity Managers and WFPโs Asia and the Pacific Regional Office (APARO), supports in monitoring, measuring performance and ensuring accountability and learning throughout the MCSP. This role contributes to operational efficiency and cost-effectiveness, provides evidence-based feedback to improve programme design and implementation, contributes to reviews and evaluations of the Pacific MCOโs work.
MAIN ACCOUNTABILITIES/RESPONSIBILITIES:
Under the direct supervision of Head of RAM, the Sr. Programme Associate (M&E) is responsible for the following duties:
Serve as the primary focal point for the design and implementation of the Monitoring and Evaluation (M&E) framework for WFPโs operations in the Pacific, ensuring full compliance with corporate M&E standards, requirements, and reporting deadlines.
Develop the annual M&E workplan with a focus on M&E in consultations across MCO units. Liaise with MCO Information Management Task Force (IMTF) for the data on output indicators, outcomes in designated time frame.
Review and report on Monitoring and Evaluation (M&E) Key Performance Indicator (KPI) data at mid-year and year-end, providing analytical insights to inform programme performance. Study in in-depth to identify requirements for new indicators and recommend their inclusion in the logical framework as needed. Ensure the integration of protection and gender perspectives across all M&E activities, promoting equal participation and representation of women and men.
Ensure the regular tracking, collection, and analysis of the MCO programme achievements and overall performance, utilizing monitoring and evaluation tools such as COMET to support data-driven decision making and accountability.
Support data collection for surveys as requested, ensuring adherence to established methodologies and design standards for effective monitoring of progress and deliverables. Develop, review and update M&E processes and documentationโincluding monitoring checklists, guidance materials in consultation with the line manager.
Maintain and update existing databases on a continuous basis and support the development of user-friendly tools.
Provide M&E related data and inputs to reports, funding proposals and briefing documents. Support in drafting Assessment, Monitoring and Evaluation (AME) Budgeting and AME Cost Monitor.
Engage in discussions with internal counterparts and external partners on M&E data, including monitoring tools and quality standards.
Contribute to the design, implementation and review of outsourced studies commissioned by WFP and its partners, including baseline surveys, mid-term reviews (MTRs) and end-line evaluations, ensuring methodological rigor and relevance to programme objectives.
Design and conduct training/refresher training for WFP staff and partners, if required, on M&E related tasks, including designing and use of monitoring checklist questionnaires, country capacity strengthening metrics.
Support recommendations on how M&E can contribute to organizational learning.
Perform other related duties as required.
FUNCTIIONAL CAPABLITIES:
Strategic management: Demonstrates a basic understanding of WFP M&E policies and strategies and their interrelationships and in identifying monitoring and evaluation needs.
Performance management: Applies their knowledge of the WFP performance management system to manage resources and relationships and take clear and accurate monitoring actions or assessments of operations. Demonstrates understanding of internal and external best practices and supports the implementation of optimal monitoring, review and/or evaluation arrangements.
Methodology, approaches and analysis: Reviews and provides feedback on the selection and application of credible, high quality qualitative and quantitative analytical approaches and methods appropriate to monitoring and review requirements and evaluation needs.
Qualitative methodology vs. quantitative methodology: Understands established data collection methods and tools and applies them, in appropriate combination, to monitoring, review in line with WFP's strategic and operational results frameworks (metrics), guidelines and technical standards.
Communication: Demonstrates ability to effectively communicate key evidence from monitoring, reviews and evaluations to a range of stakeholders.
Program monitoring and review: Collects, organizes and provides data on program outputs, processes and outcomes, including cash distributed and technical assistance provided.
Qualifications & Experience required:
Education:
At completion of secondary school education. A post-secondary certificate in the following fields: Statistics, development economics, performance management, monitoring and evaluation or other related fields.
Experience:
At least 7 years or more of professional experience in a relevant field of work, especially in M&E, programme management, data management, reporting with technical experience in food security, nutrition and/or disaster risk management.
Experience with database management, evidence generation for policy, decision making and/or reporting is preferable.
Knowledge & Skills:
Knowledge of humanitarian and development working modalities preferable.
Behavioral competencies such as action management, client orientation, cognitive capacity, innovation, partnering and teamwork.
Has excellent written and oral communication and interpersonal skills, good drafting skills, and ability to work in a team. Ability to communicate and coordinate effectively with governments partners and stakeholders.
