JOB PURPOSE:Support WFP-Disaster Risk Financing unit with the operationalization and implementation of drought early warning system, anticipatory actions and macro-insurance, and strengthen the capacity of national systems to anticipate, respond to and recover from the impact caused by extreme weather events.
KEY ACCOUNTABILITIES (not all-inclusive, nor exhaustive):
Support WFP in strengthening the operationalization of anticipatory actions for slow on-set disasters, including research and policy analyses, and operational issues to support in the development of policies, programmes and activities in relation to Forecast-based Financing (FbF).
Coordinate with RBJ and HQ teams for the technical design/update of WFPโs Drought Anticipatory Action Plan.
Actively participate in the roll out and implementation of drought anticipatory actions, ensuring coordination with relevant WFP internal units such as Social Protection, Operational Partnerships, Finance, Emergency, Communications, as well as Field Offices.
Support the management of FLAs with Cooperating Partners and agreements with key government institutions such as National Institute of Disaster Risk Management and Reduction (INGD), National Institute of Meteorology (INAM), National Directorate of Water Resources Management (DNGRH), National Institute of Social Action (INAS) and Ministry of Agriculture, Environment and Fisheries (MAAP), including monitoring of field activities and reconciliation of financial expenditures.
Monitor the technical and financial implementation of the MoU between WFP and INGD/DARIDAS, to ensure effective conduction and reporting of activities as per the agreed timelines, roles and responsibilities.
Strengthen the technical capacity of WFP, Government, UN and other partners on drought anticipatory actions and sovereign/macro insurance, at central, provincial and district levels.
Support WFP with the roll-out and successful implementation of Macro Insurance Programmes such as the African Risk Capacity (ARC) Replica, Catastrophe Bond and others.
Represent WFP in all meetings and fora related to drought anticipatory action and sovereign/macro insurance, as per required.
Support logistics and administrative processes pertaining to workshops and missions, as per required.
Other duties as required.
The candidate is envisaged to work 60% based at WFP premises and 40% based at INGD premises.
OTHER POST REQUIREMENTS (details to be determined by Post Managers):
Meteorology, weather monitoring and forecasting.
Disaster risk management or preparedness, including disaster risk financing.
Forecast-based financing and anticipatory actions.
Experience working with and providing direct technical assistance to Mozambican national institutions.
Experience in the establishment of partnerships with public and private sector actors and understanding of policy issues.
Proven experience in working and managing projects funded by humanitarian donors (e.g. ECHO, FCDO, NORAD, etc.).
Proven ability to work with minimal supervision.
Excellent writing and reporting skills (project documents, reporting, briefings, etc.)
Experience working in a team environment, involving people of different nationalities and/or cultures.
Sound knowledge of project cycle, programme and resource management, humanitarian principles and tools, programmes and transfer modalities.
Proved experience in managing agreements and cooperation with various partners and stakeholders.
Ability to explain projects and operations to counterparts and to communicate with Government and partners clearly and effectively, both orally and in writing.
Ability to translate understanding of programme principles into relevant, effective, and context specific approaches.
QUALIFICATIONS AND EXPERIENCE:
Education: Completion of secondary school education. A post-secondary certificate in the related functional area. A University degree is considered a plus.Experience: Seven years or more of professional experience in the relevant field of work, with a background in drought early warning and anticipatory action, contingency planning, forecast-based finance, sovereign/macro insurance, and other disaster risk financing instruments.
Language: Fluency in both oral and written communication in the UN language in use at the duty station and in the duty stationโs language, if different.
