Organizational Setting and Reporting Relationship
The position is assigned to the Procurement Division (PFP) within the Procurement, Portfolio and Financial Management Department (PPFD). PPFDโs responsibilities include project-related financial management, consultant recruitment, Executing Agency procurement reviews, project implementation, portfolio management and project performance management. In addition, our teams are involved in several initiatives improving ADBโs performance with respect to procurement planning, project implementation, procurement oversight and capacity development. You will be based at our Kyrgyz Resident Mission Office in Bishkek.
The position will report to a designated International Staff.
Your Role
As an Senior Procurement Officer, you will work closely with other members of the PPFD, Procurement Specialist assigned to the Resident Mission as well as with Procurement Sector Teams in Headquarters and engage proactively with Executing and Implementing agencies (EAs/IAs) of the Borrower, Resident mission and Sector Groups staff, engaged consultants and other stakeholders on all procurement-related aspects of the country portfolio, to facilitate the successful formulation, processing, administration and monitoring of ADB-financed loan, grant, and technical assistance (TA) projects.

- Serve as national procurement expert, contributing to assessment of procurement systems and policy dialogue.
Qualifications
You will need:
Bachelorโs degree preferably in engineering, law, business administration or related discipline; preferably with advanced training in public procurement or relevant fields At least 8 years relevant experience in project preparation, processing and implementation with substantial experience in procurement and contract management related to infrastructure and consultant recruitment. Experience with ADB or similar multilateral development bankโs procurement policies, regulations, guidelines and procedures, and anticorruption policies. Ability to manage priorities and workload within general schedule of work, instructions and standardized practices. Strong conceptual skills and ability to identify issues and appropriate actions. Ability to liaise with counterparts effectively and work collaboratively as a constructive team member.
