    Organizational Setting and Reporting Relationship

    The position of Senior Portfolio Management Specialist is assigned to the Uzbekistan Resident Mission (URM) within the Central and West Asia Department (CWRD).

    You will report to the Country Director and will supervise junior team members responsible for project administration and portfolio management.

    Your Role

    As a Senior Portfolio Management Specialist, you will be responsible for implementation of ADB's sovereign operations, including planning and conducting of regular reviews of the status and progress of loans, technical assistance (TAs) projects, lending and non-lending operations in coordination with the Country Operations Heads.

    You will do:

    Strategy and Planning

  • Develop URM's detailed operational targets for project administration, including projections for project contract awards and disbursements, commitments for project physical and financial closures, completion reports, and monitoring their successful achievement.
Formulate and implement action plans to improve portfolio performance for Uzbekistan's sovereign operations. Lead the continuous review and improvement of project administration policies and practices and provide solutions to systemic issues of project processing and administration from the government's and ADB's perspectives. Liaising with stakeholders and provide guidance on improving the government's procedures related to the implementation and administration of International Financial Institutions-funded projects.

Portfolio Management

Prepare and monitor portfolio management plans (i.e. contract awards, disbursements, project completion report/TA completion report programs, etc.) for URM and monitor their achievements. Lead the monitoring, periodic review and progress reporting of project and program implementation; compliance with covenants, safeguards, financial management, and gender mainstreaming policies; and the achievement of desired development impact. Review and regularly update a snapshot report on Uzbekistan's portfolio performance by sector, thematic, and geographical locations; and preparation of initiatives to promote project quality and improve portfolio performance. Review and suggest, where necessary, proposed changes to projects and programs to improve project implementation and delivery of development assistance. Provide guidance and advice for the identification and implementation of action items needed to minimize the risks and resolve implementation issues and problems. Collaborate with ADB's nonsovereign team to learn lessons from the project administration and apply innovative findings and solutions in portfolio management.

Project Management

Support and lead, where necessary, the processing and administration of complex loan and TA projects within sectoral or thematic area of expertise.

Knowledge Sharing

Advise and train internal and external stakeholder on ADB policies, guidelines, practices on project administration in coordination with the framework of Capacity Development Resources Center, implemented by URM. Guide and assist URM project administration staff in mid-term reviews, reformulation and change of project scope, procurement matters and consultant selection process under ADB loans and TAs, and contract administration to ensure that they are carried out in accordance with ADB's guidelines, Project Administration Instructions, and relevant procedures. Participate in and contribute to relevant internal and external training and conferences and other activities for advocacy, dissemination, and knowledge building.

Qualifications

You will need:

Master's Degree, or equivalent, in Business Administration, Finance, Economics, Social Science, Engineering, or related fields. University degree combined with at least 5 years specialized experience in similar organization/s may be considered in lieu of a Master's degree. At least 10 years' of relevant professional work experience and hands-on experience in project processing, administration and portfolio management in different sectors at senior levels in an international setting. Proven application of expertise within a specific area of multilateral development bank operations (economic, sector or thematic), or breadth across multiple areas with in-depth knowledge within one area. Extensive knowledge of multilateral development bank guidelines on project implementation, including procurement and recruitment of consultants. Additional Information

You will initially be based at ADB Headquarters in Manila for one year before moving to URM. .
