    Organizational Setting and Reporting Relationship

    The position of Senior Planning and Policy Specialist is assigned to the Operations Planning and Coordination Division (SPOP) within the Strategy, Policy and Partnerships Department (SPD). You will be based at our Headquarters in Manila, Philippines.

    You will report to the Director, SPOP and will oversee junior team members.

    Your Role

    As a Senior Planning and Policy Specialist, you will lead the preparation of materials for the mid-year Operations Review Meetings (ORMs), the annual Informal Board Session on past year's performance and current year's outlook, the relevant Budget Review Committee meetings, and reporting to management on pipelines through the management committee meetings. You will help prepare operational resource parameters, the President's Planning Directions (PD), and help prepare the Work Program and Budget Framework (WPBF). The Specialist will coordinate with other international financial institutions (IFIs) and monitor the direction and policy change in the various resources. You will work within a framework of broad policies, principles and goals, independently selecting work methods.

    You will:

  • Lead the preparation of materials for the mid-year Operations Review Meetings (ORMs), the annual Informal Board Session on past year's performance and current year's outlook, the relevant Budget Review Committee meetings, and reporting to management on pipelines through the management committee meetings.
Contribute to the preparation of operational resource parameters, the President's Planning Directions (PD), and help prepare the Work Program and Budget Framework (WPBF). Support departments in the development of the Regional Work Plans, with focus on operations planning. Monitor the bunching of Board approvals. Support the allocation, monitoring, analyses, and reporting of resources, including use, funding, resource mobilization, and future planning Support creditworthiness assessments Review operations documents, such as CPSs, concept papers, financial reports and RRPs. Participate in analytical and diagnostic work in various policy and strategy areas of SPD's work.

Qualifications

You will need:

Master's degree in economics, finance, accounting, public administration, or relevant fields. Alternatively, a university degree in related field and at least 5 years specialized experience relevant to the position can be considered At least 10 years of relevant professional experience, including macroeconomic analysis and sovereign debt analysis. International experience working in several countries. Track record in leading diverse team/unit Written and verbal proficiency in English. Additional Information

This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff's particular blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment.
