Description:

FHI 360 is looking for a candidate for the position of Senior Partner Engagement Officer, for an ongoing project implemented in Nampula province that focuses on improving the quality of Maternal and Child Health outcomes and working with Government partners to institutionalize a culture of quality improvement since 2019. The Senior Partner Engagement Officer will be responsible for planning, implementing, and managing technical activities to strengthen community health services and improve the efficiency of clinical outreach efforts. Partner Engagement Officer will work with Alcanรงar project partners to design, plan, implement and monitor activities that contribute to the objectives of the project.

Senior Partner Engagement Officer will have the following responsibilities:

  • Design and execute the overall project strategy to improve collaboration among project partners.
  • Responsible to design, plan, implement and monitor activities to transform communities in collaboration with the community-based partners.
  • Develop technical assistance strategies to support the work of the partners in reaching project objectives.
  • Develop strategic alliances with provincial and district entities, technical working groups and other stakeholders working to improve the continuity of care at the primary level, increase demand for services in health facilities and strengthen clinical outreach efforts in Nampula and Zambezia.
  • Provide technical support to provincial and district government and health facilities to develop and implement strategies to improve the linkage between the community and the supervision of APSs; and improve patient referral and response mechanisms.
  • Collaborate with the community partners and mobilizers to develop relevant advocacy and behavior change messaging on reducing barriers to seeking health services.
  • Support the Nampula Provincial Health Directorate in the evaluation, review and updating of relevant strategies, policies and guidelines related to the provision of services to the community, mobile brigades and management and supervision of APS.
  • Oversee the selection of appropriate adolescent health technical assistance to meet national, provincial, and district needs.
  • Participate and provide strategic inputs into adolescent health technical working group meetings at all levels (national, provincial, and district levels).
  • Contribute to the learning agenda by identifying information gaps in adolescent health that could include secondary data analysis, literature reviewing, and field testing of new approaches.
  • Engage appropriately in quality improvement activities to support the development of change packages, testing, and escalation of reference-related improvements, including by supporting the implementation of the closed-loop reference system.

    Qualifications

    • A university degree in a health or social sciences area is required; A masterโ€™s degree will be added advantage.
    • At least 6 years of experience in public health at the community and primary level
    • At least 4 years of professional experience collaborating with United State government funded projects and/or international development organization projects.
    • A proven record of excellent management, leadership, decision-making and interpersonal skills.
    • Experience in the direct supervision of program staff and in the supervision and evaluation of staff performance and needs.
    • Experience in the design and implementation of training and mentoring at the district and health facility levels
    • Demonstrated ability to create and maintain effective working relationships with Government staff and stakeholders at the community level.
    • Fluency in Portuguese and excellent oral and written communication skills in English and knowledge of the local language will be an advantage.
    • Ability to work independently and manage a high-volume workflow.
