    Organizational Setting and Reporting Relationship

    The position of Senior Operations Specialist is assigned to the Operations Coordination Unit (SEOC) within the Southeast Asia Department (SERD). SERD covers operations in Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, the Philippines, Singapore, Thailand, Timor-Leste, and Viet Nam. SEOC supports SERD management in monitoring, and coordinating the department's activities. You will be based at our Headquarters in Manila, Philippines.

    You will report to the Regional Head, SEOC and may oversee junior team members.

    Your Role

    As Senior Operations Specialist, you will support and coordinate strategic planning, corporate reporting, and programming efforts; contribute to country strategies, portfolio reviews, and development partner engagement; ensure quality assurance, compliance, and monitoring of project pipelines; and work with resident missions to strengthen operations, build capacity, and integrate OneADB teams effectively.

    You will:

  • Strategic Planning & Programming: Support regional workplans and partnership strategies by preparing materials, monitoring Key Performance Indicators, and aligning with country and thematic priorities. Contribute to Country Partnership Strategies and participate in programming missions to ensure pipeline readiness and development effectiveness.
  • Corporate & Policy Coordination: Lead departmental inputs to corporate initiatives (e.g., Work Program and Budget Framework, Annual Portfolio Performance Report, Development Effectiveness Review), ensure compliance with ADB policies, and integrate risk management, performance monitoring, and quality assurance into planning processes.
  • Operations Monitoring & Resource Management: Track project and Technical Assistance (TA) pipelines for coherence and responsiveness, and support effective allocation of concessional and TA resources to maximize impact.
  • Stakeholder & Partner Engagement: Coordinate with ADB departments to enhance pipeline delivery and portfolio performance. Engage development partners to align cofinancing and operational strategies with ADB priorities.
  • Advisory & Quality Assurance: Provide guidance on project documentation and coordinate reviews to ensure strategic relevance and policy compliance.
  • Knowledge & Capacity Building: Prepare briefings and reports for management and events; contribute to policy briefs, capacity plans, and internal training to strengthen institutional capabilities.
  • Other Duties: Undertake additional tasks as outlined in the workplan.

    Qualifications

    You will need:

  • Master's degree in Economics, Finance, Engineering, Social Science, or other related fields, or its equivalent. University degree and at least 5 years specialized experience relevant to the position can be considered;
At least 10 years of relevant experience in project processing and administration in different sectors; International experience working in several countries. Familiarity with a multilateral institution's policies and procedures; Experience engaging effectively with clients in developing countries. Excellent writing skills, particularly in drafting technical papers and reports in English. International development experience across multiple countries. Ability to adapt and collaborate with people from diverse cultural and national backgrounds. Please refer to the link for ADB Competency Framework for International Technical International Level 2.
