Position: Senior Monitoring Evaluation and Learning (MEL) Advisor

The Senior Monitoring, Evaluation, and Learning (MEL) Advisor provides technical guidance on all MEL aspects of the Strengthening Infectious disease Detection Systems (STRIDES) Activity in Nepal, including overseeing the execution of day-to-day MEL activities, and ensuring quality service delivery using project data to ensure evidence-based decision-making. S/he will lead activities to develop, operationalize, implement, and manage MEL systems, tools, and procedures to collect, collate, analyze, interpret, and use data that demonstrates impact and Activity accountability and progress.

KEY RESPONSIBILITIES

  • Supports design, development, planning, implementation of, and reporting against STRIDES Activity Monitoring, Evaluation, & Learning Plan (AMELP).
  • Develops, operationalizes, implements, and manages MEL systems, tools, and procedures to collect, collate, analyze, interpret, and use data that demonstrate impact and Activity accountability and progress.
  • Tracks STRIDES progress against MEL indicators and targets to ensure consistent and systematic tracking and reporting.
  • Ensures that relevant MEL plans integrate high-quality quantitative and qualitative methods and participatory methodologies to monitor project quality for performance and results.
  • Assesses subcontractors MEL-related data and reporting efforts to verify quality.
  • Builds STRIDES staff MEL capacity, including strengthening, managing and operationalizing MEL systems, data quality assurance, data demand and use, facilitating learning and knowledge exchange, documenting lessons learned and best practices, and reporting.
  • Leads STRIDES learning activities and data use initiative; fosters culture of learning and knowledge sharing.
  • Manages in-country relationships with national, regional, and local government counterparts and multisectoral partners in the MEL space; identifies technical support needed to fulfill national global health security and MEL objectives.
  • Leads the development of country-specific MEL plans and budgets aligned with STRIDES goals and ensuring compliance with donor and organizational policies and procedures.
  • Supervises and mentors MEL team member staff and supports performance management and professional development of direct reports, including ongoing feedback, coaching, and career support.
  • Provide technical leadership in design, planning, implementation, and monitoring of research, surveillance and surveys, data analysis, data visualization, dashboard and report preparation, and dissemination of surveillance in humans, animals, and communities.
  • Lead and coordinate to develop framework to identify integrated data analysis and sharing across human health, animal health, environment and food sectors.
  • Provide technical assistance in the preparation and submission of AMR/AMU-related data and reports in accordance with national, regional and global standards and requirements including annual reports to Global Antimicrobial Resistance Surveillance System and World Animal Health Organization.
  • Provide technical assistance to National Public Health Laboratory, Central Veterinary Laboratory and AMR/AMU/AMC surveillance sites to collect, refine, analyse, visualize, and use the AMR/AMU/AMC surveillance data.
  • Review, synthesize, and summarize the findings of AMR/AMU/AMC surveillance and research findings and recommendations with impression and implication for national AMR/AMU/AMC program as well as FFCGN phase 2 and share with AMRMSC, NTWC, sectoral technical working groups and FFCGN staff on a quarterly and annual basis.
  • Lead, coordinate, and support the design, development and implementation of research-, surveillance-, and monitoring-related trainings and workshops at the national and site levels.
  • Provide technical support and guidance to the project team on research-, surveillance- and monitoring-related activities.
  • Provide backstopping support and technical assistance to FFCGN phase 2 implementing partners for research and surveillance-related activities.
  • Contribute to FHI 360 Nepalโ€™s overall SI framework and approach as a member of the Nepal SI forum/team.
  • Perform other duties as assigned by the Project Director and/or Country Representative.
