Under the direct supervision of the National MEAL Officer and in close coordination with Unit Heads, regional MEAL focal points, and Headquarters, the incumbent will leads the design, implementation, and monitoring of all MEAL components for IOMโ€™s humanitarian and peace portfolio in Cameroon, including extensions to Equatorial Guinea and Sรฃo Tomรฉ and Prรญncipe.

The position is strictly dedicated to humanitarian response and peacebuilding, supporting crisis-affected populations to recover, build resilience, and foster peaceful, inclusive societies. The role ensures that MEAL activities are aligned with the Director Generalโ€™s Strategic Framework, the humanitarian reset, and the durable solutions agenda, with a strong emphasis on accountability, innovation, and sustainability. The Displacement Tracking Matrix (DTM) and the Information Counseling and Referral System are key tools for evidence-based planning, monitoring and fundraising.ย 

  1. In close coordination with the national MEAL officer, Support with implementing the humanitarian and peace projectsย (including DTM and ICRS) MEAL activities to ensureย program quality and follow up with Operating teams to meet objectives mainly related to M&E Plan per project.
  2. Liaise with sector focal points on a regular basis to keep track ofย project implementation and monitoring activities to beย conducted.
  3. Prepare beneficiary sample lists and tools for monitoring and conduct monitoringย activities.
  4. Support in data cleaning, analysis and drafting of M&Eย reports through the establishment,ย maintenance, and quality control of a centralized research and data management system, facilitating access, archiving, and use by all staff, and ensuring reliability and accessibility of evidence for improved coordination, data-driven decision-making, and reporting.
  5. Liaise with concerned program focal points on M&E findings, recommendations, issues from CFM to support Operations take appropriate actions to resolve the issues or recommendations.
Follow-up, consolidate, review and translate M&E reports fromย implementingย partners. Contribute to preparing data from monitoring activities for endorsement of financial, administrative, and technical monitoring of MEAL activities, ensuring alignment with IOM and donor policies. Draft M&E findings, recommendations, issues observed through monitoring activities to support Operations in taking appropriate actions to resolve the issues or recommendations. Organize, collate, and compile quantitative and qualitative data focusing on humanitarian impact, peacebuilding outcomes, and durable solutions and other media files in secure M&E database.ย  Provide high quality technical visit reports and circulate M&Eย reports, analysis, and findings to relevant project managers. Conduct follow-up on M&E reports and regular field monitoringย in target regions, including border and crisis-affected areas, to verify quality, compliance, and impact of implementation. Facilitating proper use and updating of MEAL toolsย (DTM, tracking sheets, databases, satisfaction surveys). Support in designing tools for data collection and updates for SharePoint and the mission website, ensuring timely and accurate information sharing. Support inย the development of new monitoring activities based on changes in projectย modalities. Support targeted communication with donors, providing evidence-based updates and results. Oversee the implementation of AAP tasks, ensuring timely delivery and smooth coordination with concerned program teams by establishing and maintaining feedback and accountability mechanisms for beneficiaries,ย and use feedback to improve services Participate in meetings aimed atย Identifying and documenting good practices and lessons learned; contribute to SOPs, policies, and new project development Supervise and provide guidance and training to MEAL staff and focal points, and act as focal point for migration research/data and liaison with the RES unit. Support in planning and delivering capacity building for IOM staff, partners, and government counterparts, with a focus on humanitarian and peace MEAL. Perform such other duties as may be assigned.

EDUCATION

University degree inย Social Science, Emergency or Development Managementย orย Planning,ย Statistics,ย orย aย relatedย fieldย fromย anย accredited academic institution with five years of relevant professional experience; or Completed High School degree in above field with seven years of relevant experience.

Minimum five (05) years of professional experience in the design, implementation, and monitoring and evaluation of humanitarian or development projects. Proven experience in the use of data collection and analysis tools and software (Kobo, ODK, Excel, PowerBI, etc.). Experience with accountability mechanisms towards affected populations and approaches Experience in Monitoring and Evaluation in Syrian context, anย asset Knowledge of relevant international standards and frameworks (IOM MEAL Framework, SPHERE Standards, etc.). โ€ข Experience working with governments, NGOs, and international partners. Information analysis and report writing,ย required Proven ability to consolidate and validate information fromย multiple sources Proven ability to work with presentation software, e.g. Microsoft PowerPoint is aย must.
