Organizational Context and Scope:
Pakistan is highly vulnerable to the effects of climate change and natural and man-made hazards, including flooding, droughts, heat waves, earthquakes and pollution, which disproportionately affect the most vulnerable in society and exacerbate existing developmental challenges.
IOM is leading the multi-year Climate Resilience and Humanitarian Response (Central and Southern Pakistan) component of FCDOโsย Building Resilience and Addressing Vulnerability to Emergencies (BRAVE) in Pakistan Programme, with FAO, UNICEF, ACTED, CARE and Islamic Relief as consortium partners.
The consortium will deliver integrated community resilience-building activities and institutional and systems strengthening across southern Pakistan (Sindh, Balochistan and Punjab) and will respond to humanitarian needs across all Pakistan. The consortium will be overseen by a Secretariat, led by IOM.
Under the overall supervision of the Humanitarian, Resilience and Recovery Senior Programme Coordinator, and the direct supervision of the BRAVE Consortium Coordinator, the Senior Monitoring and Evaluation (M&E) Associate will assist in implementing monitoring and evaluation activities,ย supporting data collection and management and contributing to data quality processes across the BRAVE Consortium projects.
Responsibilities and Accountabilities:ย
Assist in adapting and applying M&E tools such as post-distribution monitoring checklists and knowledge, attitudes and practices (KAP) surveys for consistent monitoring of BRAVE Consortium activities.ย Coordinate and follow up on post-distribution monitoring activities related to consortium humanitarian and resilience programmes. Support IOM Displacement Tracking Matrix (DTM) team with the implementation and roll-out of community-level resilience monitoring assessments.ย Collect, enter and perform preliminary analysis of data from BRAVE Consortium partners to maintain accurate and up-to-date M&E records and support information management. Contribute to the roll out of M&E activities across the BRAVE Consortium to help coordinate monitoring processes. ย Support the maintenance of an information management system for Consortium activities, as per the Consortium Results Framework to support timely availability of disaggregated data and monitoring of targets. Support consolidation and preparation of reporting components across Consortium partners.ย Assist in implementing quality control mechanisms on collected information, with a specific focus to data protection guidelines, including AAP Complaints Feedback Mechanism monitoring.ย Assist with data collection, data management, and preliminary analysis for M&E activities related to WASH, Shelter, Livelihoods, and Protection focused on climate resilience programming.ย Perform other duties as may be required.Required Qualifications and Experience:
EDUCATION:
High school diploma with six years of relevant experience; or Bachelorโsย degree in development studies, community development, political or social sciences, international relations, public administration, mathematics, data analytics, from an accredited academic institution with four years of relevant experience.ยEXPERIENCE:
Minimum requirements:
Experience in M&E functions within development assistance or humanitarian projects, preferably focusing on climate resilience-related activities. Practical experience in data collection, information management, and data analysis, utilising mixed methods research approaches and developing complex sampling mechanisms.ย Experience contributing to the preparation of narrative and data-based reports for donors or project teams. Familiarity with standard M&E indicators and monitoring tools and processes.ย Experience in collecting success stories or qualitative content to support reporting. Knowledge of the humanitarian and development context in Pakistan, as well as the mandate of the UN and international NGOs in Pakistan.Advantageous:
Experience inย Early Recovery,ย Resilience Building, Climate Change Adaptation, Rural Development, WASH, Community Engagement or Protection programming. Exposure to accountability for affected populations mechanisms.ย Previous work experience in Sindh and Balochistan.ยSKILLS:
Good communication and interpersonal skills. Demonstrated skills in data management and use of M&E tools.ย Proficient in Microsoft Office applications. Understanding of results-based management (RBM) concepts and participatory approaches in data collection. Ability to work with quantitative and qualitative data and assist with data organization. Familiarity with donor and UN programming environments. Excellent report writing and proficiency in written and spoken English.Languages:
