Organizational Setting and Reporting Relationship
The positions of (Senior) Markets Development Advisory Specialist are assigned to the Markets Development Advisory Division 1 (OMDA1) within the Office of Markets Development and Public-Private Partnership (OMDP). You will be based at our Headquarters in Manila, Philippines with frequent travel to Central West and South Asia Region.
You will report to Director, OMDA1 and will supervise Junior team members.
Your Role
As a (Senior) Markets Development Advisory Specialist, you will contribute in (i) the delivery of ADB's operations related to advisory and markets development including operations related to Public Private Partnerships (PPP), Private Sector Development (PSD), Asia Pacific Project Preparation Facility (AP3F); (ii) the formulation and implementation of policies, strategies, transactions and programs of OMDP to implement ADB's operations related to advisory operations, PPPs, market development, green and climate financing, and country program development; and (iii) building external and internal relations, stakeholder coordination, and knowledge management activities to accommodate PPP- and PSD-related issues. You will lead/support origination, processing and implementation of Transaction Advisory Services (TAS) mandates and market development activities by preparing, structuring, and procuring infrastructure projects through PPP in collaboration with relevant departments including regional and solutions departments. You will also establish and maintain networks with international and local players in PPP and other markets.

- Lead and help implement OMDP's vision, goals, work plan and development strategies output following Strategy 2030.
Qualifications
You will need:
A University degree in accounting, business administration, economics, engineering, finance or other relevant fields preferably at post-graduate level or its equivalent. At least 6 years of relevant professional experience developing infrastructure projects including PPP transactions, and climate financing. Hands-on experience structuring project finance transactions or providing advisory services in multiple sectors and countries including negotiation and coordination. In-depth knowledge about PPP and financial market products and/or due diligence experience implementing infrastructure or climate. Network with financial communities including export credit agencies and investment/commercial banks. High proficiency in English, both written and spoken. These are fixed term appointments with option to renew for an initial period of three (3) years following Section 3.1 (b) of Administrative Order No. 2.01 (\"Recruitment and Appointment'). These appointments are not convertible to a regular appointment. At the end of the initial period, these appointments may be renewed for a period of up to three years, or not renewed. There is no limit on the number of renewals. These appointments are open to internal and external applicants.
These positions have been created as part of the Workforce Rebalancing Framework, which is a multiyear initiative (2022-2027) aimed at increasing in-house expertise in key operational areas that was previously sourced from consultants through ADB's technical assistance. The goal is to strengthen in-house expertise to enhance the quality of ADB's policy dialogue, operations, and knowledge solutions delivery by collaborating closely with developing member country clients. Expected candidates are seasoned experts in the advertised area(s) with strong field experience who can lead policy dialogue and project work with emphasis on providing knowledge solutions. Staff may undertake short-term assignments in other groups, departments or offices only when the expertise in the advertised area(s) is needed by those groups, departments or offices.
