Background
The OSCE Support Programme for Ukraine (SPU) has been established in order to continue supporting the Ukrainian Governmentโs reform efforts and mitigating the increased risks to civilians caused by the war against the country. The objective of the SPU - and therefore of all its projects - is to support Ukraine across all three OSCE dimensions on the governmentโs reform efforts and on the evolving risks to civilians caused by the war, thus ensuring that the OSCEโs work conducted over the past three decades and in the future, continues to impact positively the institutions and people of Ukraine and that Ukraineโs comprehensive security is enhanced in line with the OSCE commitments.
The incumbent works within the OSCE extra-budgetary project, implemented by the OSCE Conflict Prevention Centre / Forum for Security Co-operation Support Unit (FSC), and facilitates effective communication in the implementation of the project โIn support of strengthening capacities of Ukrainian authorities in preventing and combating illicit trafficking in weapons, ammunition and explosives in all its aspectsโ, which aims to address challenges and risks related to illicit trafficking and misuse of weapons, ammunition, and explosives (WAE) in Ukraine and is currently envisaged to last 3 years.

Tasks and Responsibilities
The incumbent reports to the Senior Project Associate (G7) as the first-level supervisor, and Project Officer (P3) as the second-level supervisor. The incumbent is tasked with the following:
Conducting independent research and monitoring developments in the sector and/or geographical area relevant for the project; collating and presenting data and information that may affect the project and making recommendations concerning approaches as to how to best address the implementation of project activities in general and particular in communication aspects. Preparing materials (press releases, social media posts, outreach materials) in Ukrainian and English, managing contacts database and stock of visibility materials, e.g., factsheets, banners, flags, conducting outreach events through organizing media coverage of project related activities and publicity events. Acting as the SALW (Small Arms and Light Weapons) control projectsโ communication advisor by supporting communication and visibility planning and implementation, assisting Senior Project Associate in planning publicity, including in their project proposals, advising team members on how to handle media enquiries. Responsible for liaison & communication with the project partners on the local level by supporting communication activities related to country-wide public opinion survey, attitude study and public awareness and communication campaigns including mainstreaming messaging, as well as to promoting improvement of legislative mechanisms for regulating and controlling the circulation and use of WAE (Weapons Ammunitions and Explosives) and its implementation. Designing and implementing assigned project activities, which may include workshops, missions, conferences, study visits, training interventions etc., by recommending priority activities, liaising with participants, preparing written material for supervisorโs approval, and obtaining the required administrative approvals; keeping track of pending matters and following up with other offices on deadlines. Co-ordinating reporting requirements and providing substantive input to progress reports, evaluation reports, follow-up project proposals; drafting concept notes, talking points and background material, with the provision of substantive input and putting documents into adequate style, language and format, proofreading documents and editing texts for accuracy, grammar, punctuation and style in accordance with standard practices.Necessary Qualifications
Completed secondary education, supplemented by formal courses in media / journalism, humanities or project management. A minimum of six years (five with a first-level and four with a second-level university degree) of working experience in communications, preferably in an international environment. Ability to conduct independent research and collect information from a variety of sources. Professional fluency in English and Ukrainian with excellent communication (both oral and written) skills. Digital literacy and proficient use of Microsoft Office (Outlook, Word, Excel and PowerPoint), internet. Experience with an ERP software is an asset. Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities. Ability to work with people of different nationalities, religions and cultural backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.Remuneration Package
Monthly remuneration, subject to social security deductions, is USD 1,954 as per the relevant OSCE salary scale. The salary payment is effected in EUR. Social benefits will include participation in Cigna medical insurance scheme and the OSCE Provident Fund. The Organization contributes an additional amount equivalent to 15% of the employee's salary to this pension-style fund while the employee contributes 7.5%. Appointments are normally made at step 1 of the applicable OSCE salary scale. In exceptional cases, an initial appointment at up to Step 3 may be considered. This depends on factors such as relevant experience exceeding minimum requirements or higher previous remuneration. Any such request by a candidate must be reviewed and approved by the OSCE before the appointment.

The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The Organization shall apply an age limit of 62 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.
