Context
Under the overall supervision of Director, Information and Communication Technology (ICT)and the direct supervision of Senior ICT Officer,(Business Relationship Management and Finance), the Senior ICT Procurement Associate will work in close collaboration with ICT project managers and IOM business units and will be responsible for carrying out contract and procurement functions in the ICT department in accordance with IOMโs regulations, rules and procedures.
Carry out support, coordination and execute procurement activities for the ICT department, including revision and consolidation of purchase request forms, organization and evaluation of bidding processes and follow up on purchase orders until the successful delivery of the products or services and timely payment to suppliers.Execute or direct hands-on the procurement process, including but not limited to, review Purchase Requisition, process Purchase Orders prepare Request for Proposal documents and drive the process, receive-verify goods/invoices.Assist supervisors in more complex, higher-value purchases.Support the development of procurement plans to optimize purchasing power and facilitate the implementation of project activities.Participate in negotiations of terms and conditions of purchases and help resolve issues related to the delivery of goods and services.Provide technical guidance to requisitioners and all staff in the office on preparation of specifications and procurement instructions and procedures. Participate in the development, evaluation and updating of systems and procedures for procurement; suggest areas for improvement and risk-mitigation measures.Identify local and international suppliers and service providers; participate in their evaluation taking into consideration quality, prices, reliability and services and the organizationโs best interests.Contribute to the development of tools for tracking of contracts, agreements and progress towards the achievement of the procurement plans and schedules.Coordinate the maintenance of files with all required documentation and the preparation and timely submission of reports and statistics.Perform such other duties as may be assigned.Education
University degree in Business Administration, Accounting, Logistics, Supply Chain Management or a related field from an accredited academic institution with four years of relevant professional experience, or;Completed High school / Secondary school education with six years of relevant professional experience;Certification in Procurement, Logistics or Supply Chain Management is an advantage.Accredited Universities are those listed in theย UNESCO World Higher Education Database.
Experience
Knowledge and use of advanced Microsoft Offices;Hands-on experience with the use of Enterprise Resource Planning system;Excellent knowledge of public sector procurement and logistics rules and procedures or a similar organization such as the UN; and,Knowledge of accounting systems, software and procedures.ย ย ยSkills

IOMโs official languages are English, French and Spanish.ย All staff members are required to be fluent in one of the the three languages.
For this position, fluency inย English (oral and written) is required. Working knowledge of French, Spanish, and/or another official UN language (Arabic, Chinese, and Russian) is an advantage.
