Context

The Senior ICT Officer (Global Infrastructure and Security Operations) will assume overall accountability and responsibility for the IOM Wide Area Network (WAN) and field focused Infrastructure operations. The Senior ICT Officer (Global Infrastructure and Security Operations) will be responsible for global IOM infrastructure and oversee the design, implementation, and management of the Global IT infrastructure ecosystem working with the vendors, other infrastructure team leads, Regional Information Management and Technology Officers, and mission ICT.ย 

The Senior ICT Officer (Global Infrastructure and Security Operations) will possess a strong technical background, exceptional supervisory skills, and a proven record of ensuring the stability, security, efficiency of IT systems and services, and compliance to defined standards and norms.

Under the overall supervision of the Director/ Chief Information Officer and the direct supervision of Chief Technology Officer (CTO), the Senior ICT Officer (Global Infrastructure and Security Operations) will be responsible for global infrastructure and security operations ensuring efficiency in service delivery to the missions.

Supervisory:

The infrastructure and operations team is comprised of internal and external personnel with the objective of ensuring that IOM ICT field infrastructure is operational 99.99%. The role is critical in supervising skilled personnel with different skillsets ensuring that the unit works cohesively together. Main responsibilities include:

ย 

Execute the ICT strategic vision for the organization's global IT infrastructure, aligning it with business goals and growth objectives.

The Senior ICT Officer (Global Infrastructure and Security Operations) will lead and mentor a team of 5, IT professionals and consultants, providing guidance, feedback, performance management and professional development opportunities.

Foster a collaborative and high-performance culture within the IT infrastructure and operations team.ย 

Create an environment that enables ease of collaboration with field ICT teams in relation to delivery of the ICT strategic vision.

Provide the CTO with confidence of the stability and predictable performance of the IOM infrastructure.

Infrastructure Operations:

Leads the delivery and operation of critical infrastructure across IOM and working with the Cloud lead, the candidate must evaluate emerging technologies and solutions to drive innovation and improve overall infrastructure efficiency. Main infrastructure responsibilities include:

Collaborate with stakeholders to identify infrastructure requirements, forecast capacity needs, and propose scalable solutions.

Maintains stable enterprise WAN and ensure that connectivity across IOM meets the basic minimum requirements for optimal performance of IOM enterprise applications.

Oversees on-premises data center operations including disaster preparedness and recovery for any residual infrastructure that may be left on-premise in missions that could not migrate to the cloud.

Oversee day-to-day infrastructure and security operations, including system monitoring, maintenance, upgrades, and troubleshooting to ensure high availability and performance.

Provide oversight for the mainstreaming of ICT support services in missions and ensure that mission personnel have the adequate skills and tools to function in the established target operating model.

Enforce operational best practices, security protocols, and compliance standards and manage infrastructure governance and support related policies, documents, procedures, and instructions to ensure the standardization of configuration and deployment of infrastructure across IOM.

Develop an infrastructure tool to enable ease of determining the equipment deployed in each IOM location to include all information required to support the IOM WAN and related services.

Develop procedures using tools and processes to monitor the IOM WAN and provide monthly reports on stability of the network.

Oversees the development and implementation of incident response plans to address technical issues, outages, and security breaches promptly and effectively and ensure that Business Continuity Plan (BCP) plans for all locations are documented.

Oversees coordination with cross-functional teams to resolve incidents while minimizing business impact.

Working with the ICT change management team, the candidate will oversee the configuration change management process, ensuring that all changes to the infrastructure are thoroughly evaluated, documented, and communicated to relevant stakeholders.

Develop and maintain detailed documentation on standard operating procedures, system configurations, and technical settings for internal team use, end user support, and other IS teams as needed.

Cybersecurity Operationsย 

Maintains ecosystem hygiene and organizes to deliver rapid cybersecurity incident response to breaches, information leakage, infrastructure compromise, social engineering countermeasures in liaison with the Senior Information Security Officer (SISO). Overall Security Operations to include.

Provide oversight for vulnerability and patch management.

Provide infrastructure hardening and security baseline for all infrastructure and continuous improvement.

Working with the SISO oversee compliance to corporate policy regarding global infrastructure across all IOM offices.ย 

Provide user account life cycle management, including creating, provisioning, securing, and deactivation of access and lead the design, implementation, and support of the identity and access management technologies and solutions.

Assist in efficiency improvements by recommending process changes as well as developing solutions to automate and orchestrate repeatable tasks for Identity Access Management (IAM).ย 

Enable alignment of overall security governance as it relates to IAM with IT architecture governance.

Enforce organizational policies and procedures to ensure only authorized personnel have access to information in compliance with the Minimum Necessary Rules.

Support the enrollment of Multifactor Authentication (MFA), Single Sign-on (SSO) and oversee the development and deployment of Mobile Device Management (MDM) and Mobile Application Management (MAM).

Generate monthly reports to perform in-depth analysis and data collection for issues associated with IAM, this includes charge back data required for Basic Software License (BSL).

For systems and software applications in scope for IAM Team, reconcile discrepancies between access rights assigned and access rights required for users to perform job duties.

Education

Masterโ€™s degreeย in Computer Science, Computer Engineering or related technical field from an accredited academic institution with seven years of relevant professional experience; orย 

University degree in the above fields with nine years of relevant professional experience; or

Relevant technical certifications combined with a minimum of 10 yearsโ€™ experience with IT infrastructure (systems and networks) may be accepted in place of an advanced university degree.

Experience

A minimum of 7 years proven and demonstrable and progressive experience in IT infrastructure management, with a focus on operations and supervising skilled IT professionals, engineers and technologists;

Eight ย year experience in IT Infrastructure and Security enterprise architecture would be an added advavantage;

Demonstrated ability in managing diverse teams of IT professionals working in hybrid format of remote and in-office is a basic requirement;

Demonstrated ability to collaborate effectively with cross-functional teams and manage vendor relationships; and,

Knowledge of incident, change and configuration management as applied to IT Service Management. Foundation level certification in ITIL is highly desired.

Skills

Strongย  supervisory,ย  project management and analytical skills with capacity to understandย  business and IT architectureย  requirementsย and translateย  themย  intoย technicalย  solutions;

Candidate must be skilledย  inย projectย  management and posses and understanding of industry standards in systems analysis and technical design;

In depth and advanced knowledge of TCP/IP protocol, WAN and LAN Technologies, Virtual Private Networks and network management, security and documentation;

Advanced knowledge of Cisco Meraki network devices โ€“ including firewalls, switches, wireless and IOS Devices.ย  Professional Cisco Certification advantageous;

Strong knowledge of virtual private networks and implementation of Zscaler technologies;

Proficiency in SASE implementation and ability to lead implementation of Zero Trust;

Analytical mindset with the ability to solve complex technical challenges; and,

Excellent supervisory, communication, and interpersonal skills.

Languages

IOMโ€™s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of an official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.
