Context:

Under the direct supervision of the Deputy Director, Department of Human Resources (DHR) and overall supervision of the Director, Department of Human Resources, the Senior Human Resources Officer (Organizational Design and Classification)ย will be responsible for the following duties:

Core Functions / Responsibilities:

1.ย Provide advice on the development of office architectures (organizational frameworks), e.g., the typical composition (numbers and grades of positions) at Headquarters (HQ), in Regional and Country Offices depending on their size, sustainability, budget and complexity, in an effort to harmonize different architectures and introduce a consistent approach. Lead the implementation of new structures, including the development of new organizational charts.
2.ย Create a knowledge and information management hub on organizational design and classification, including enhanced library of Terms of References (ToRs) and Post Descriptions (PDs), using innovative tools, including Artificial Intelligence.
3.ย Coordinate with and advise Departments, Divisions and Offices on workforce planning, determining whether and when to create, abolish positions, or classify at different levels following changes in organizational priorities, with appropriate reporting lines and accountability, in close coordination with the Regional Offices, the Manila Administrative Centre (GSS/MHRO) and the Department of Financial and Administrative Management (DFAM).
4.ย Establish a framework to enhance position management, in coordination with DFAM, GSS/MHRO, other DHR entities, using innovative tools and simplifications.
5.ย Provide strategic advice on organizational structures to managers in restructuring through development and implementation of guidelines, templates and procedures, particularly in emergency missions which require rapid response.
6.ย Provide guidance to Chiefs of Mission (CoMs) and Project Managers on the application of organizational design frameworks, classification policies and procedures. Identify staff development needs and strengthen capacity to ensure effective post management processes.
7.ย Conduct organizational analysis and benchmarks; job classification of vacant and encumbered positions in the Professional, National Officer and General Service and related categories, including reclassifications of previously rated posts.ย 
8.ย Conduct general classification exercises remotely and in-situ, as required.
9.ย Enhance data analytics and reporting, in close collaboration with the Department, Information and Communications Technology, DFAM and Regional Offices.ย 
10.ย Prepare position papers and briefing notes on organization design and classification matters as required.
11.ย Regularly review HR policies and procedures (INs) relating to organizational design and job classification issues, and recommend improvements or changes as required, using innovative tools and simplification.
12.ย Provide advice to managers and staff on a range of human resources related matters.
13.ย Keep abreast of and liaise with DHR HQ, GSS/MHRO, Regional and Country Offices on a daily basis on a wide range of HR issues.
14. Guide, train and supervise staff under her/his supervision.
15.ย Perform such other duties as may be assigned.

Required Qualifications and Experience

Education:

Masterโ€™s degree in Human Resources Management, Behavioural and Development Studies or a related field from an accredited academic institution with seven years of relevant professional experience; or,University degree in the above fields with nine years of relevant professional experience.

Accredited Universities are those listed in theย UNESCO World Higher Education Database.

Experience:

Experience in HR administration and job evaluation in particular with good knowledge of the UN Master Classification Standards; and,Experience in managing staff; Knowledge of IOM/UN HR policies and staff rules and regulations.

Skills:

Knowledge of human resources management and willingness to learn and keep abreast of new developments in the field of human resources;Excellent computer skills, including proficiency in all MS Office applications; excellent data analytics and reporting;Knowledge of HR software, in particular relevant ERP;Proven ability to write clearly and concisely;Familiarity with the UN common system or similar international systems an advantage; and,Available to travel as required.

For this position, fluency in English is required (oral and written). Working knowledge of French and Spanish, and another official UN language (Arabic, Chinese, and Russian) is an advantage.
