The Staff Learning Unit (SLU) is located within the Intergrated Talent Management Division (ITM) ย of IOM and is responsible for managing programmes and initiatives established in line with the learning and development needs of the Organization. SLU is based in Valencia and Manila.
Under the overall supervision of the Chief, ITM Division and the Head, Staff Learning Unit at the IOM Global Learning Centre, and under the direct supervision of the Human Resources (HR) Officer for Learning Initiatives, the Senior HR Associate for Learning Initiatives will assist in monitoring the entire project lifecycle of global learning initiatives in coordination with service providers and other relevant colleagues in IOM.
1. Assist in coordinating the design, development, implementation, monitoring and reporting of assigned global ecosystems/programmes focusing on, but not limited to: digital upskilling (with specific focus on data and AI), role-based learning paths (CoM Learning Path, RMO Learning Path) and leadership development programmes (IOM Leadership Programme, Young Professionals Programme).
2.ย Support the Head of the Centre in the development and implementation of an organization-wide learning strategy for all staff and leaders with specific focus on leadership development as well as data and AI upskilling and its integration into key areas of work (the latter, in coordination with ICT).ย
3.ย Draft sections of proposals for new learning initiatives that address a learning gap identified through surveys, discussions, workshops, etc.
4.ย Contribute to the global learning calendar by ensuring that all learning events managed are featured in the calendar and the learning management system.
5.ย Work with colleagues responsible for communications to design a communications plan and implement global and targeted promotions leveraging relevant communication channels.
6.ย Conduct Levels 1 and 2 evaluation (Kirkpatrick) following the delivery of these learning events.
7.ย Work with Supply Chain Division (SCD) ย and with ITM colleagues responsible for procurement to identify and select service providers who will help with the development and delivery of learning programmes. This includes, but is not limited to writing Terms of Reference (ToRs), working with relevant colleagues on developing and finalizing LTAs, etc. Conversely, work with relevant colleagues in the team to check invoices and ensure payments to service providers are made.
8.ย Collaborate with Departments in Headquarters and/or with Regional Offices (ROs) as a Learning Focal for building a closer linkage between staff needs and SLU services. Offer personalised support and recommendations to Departments and/or ROs in defining and implementing their annual training plans.
9.ย Contribute to learning solutions development by producing high quality e-Learning content, which includes, but is not limited to: producing high-quality videos, animation and multimedia assets in multiple languages, developing e-Learning content and modules.
10.ย Provide input to promotion/communication activities for initiatives organized by SLU, ITM and the larger Department of Human Resources (DHR) by developing communication strategies, drafting content, creating video/animation, podcast and disseminating on Organizational communication platforms, including intranet, Yammer, email and etc. with the aim of increasing awareness and engagement

Education
University degree in Business Administration or a related field from an accredited academic institution with four years of relevant experience; or,Completed High school / Secondary school education with six years of relevant experience.ยAccredited Universities are those listed in theย UNESCO World Higher Education Database.
Experience
Experience in and knowledge of project management of medium to large-sized projects.ย Demonstrated experience in leading Learning & Development projects for global audiences is required.Demonstrated experience in managing organization-wide system rollouts is highly desirable.Experience in facilitating and conducting trainings, both virtual and face-to-face.Experience in managing staff or consultants, an advantage.Experience in project development, implementation, monitoring and reporting.Experience in organizing events.International experience is an asset.ยSkills
Languages
For this position, fluency inย English is required (oral and written). Working knowledge of French, Spanish, and/or another official UN language (Arabic, Chinese, and Russian) is an advantage.ย
