The EIB, the European Union's bank is seeking to recruit for its Projects directorate (PJ), Innovation and Competitiveness Department (INCO), Life Sciences and Health Division (LSH) at its headquarters in Luxembourg, a (Senior) Health Sector Specialist/Economist.

This is a full-time position at grade 5/6 for which the EIB offers a permanent contract.

Purpose

The Project Directorateโ€™s (PJ) mission is to provide independent advice to the EIBโ€™s decision makers on the sector policy to be followed and on the quality of investment projects to be financed, advising promoters on the design, preparation and implementation of their projects as well as monitoring the implementation of the investment projects. To accomplish its role, PJ is mainly staffed with sector experts (Engineers, Economists, Environmental, Climate and Social experts, Procurement experts), who work together in multi-disciplinary project teams, and in close contact with the other EIB operational services.

The Life Sciences and Health Division (LSH), part of the Innovation and Competitiveness Department (INCO) of PJ covers the health sector, pharmaceuticals, diagnostics, medical device technology and the wider life sciences industries. This Division supports and actively contributes to the Bankโ€™s strategy with respect to its lending program on Innovation, Digitalization and Human Capital, in line with the relevant strategic priorities of the EIB (Climate action and environmental sustainability, Digitalisation and technological innovation, Security and defence, A modern cohesion policy, Social infrastructure, High-impact global investment). The successful candidate will focus in particular on health sector projects, predominantly (but not exclusively) being implemented within the space of the European Union.

The (Senior) Health Specialist/ Economist assesses, within multi-disciplinary teams, the technical and economic viability and environmental, climate and social sustainability of investment projects related to the Health sector, in all countries where the Bank operates. These activities are performed in the context of the EIBโ€™s due diligence process, which involves, among other activities, the review of the technical documentation received from the promoter, the preparation of an appraisal report summarizing the findings as well as other relevant documents for the internal processing of the operation. Upon approval of these projects, s/he also has an active role in the monitoring of the project until its completion. S/he would also contribute to sectoral studies, policies review and other transversal activities in her/his field of expertise, for example in relation to relevant sector related aspects.

The (Senior) Health Specialist/ Economist also contributes to or coordinates Technical Assistance assignments in his/ her area of expertise for projects approved, to be approved or within the division/ department.

You will be required to travel to project locations within and outside of the EU (normally short trips of 2-4 days, depending on the project location).

What You'll Be Doing

Qualifications

University degree (minimum an equivalent to a Bachelor) in medical, economic, technical or similar fields; a post-graduate degree at Masterโ€™s level or equivalent in health economics, health management, public health, or another equivalent specialisation relevant for the health sector would be an asset;5 years (ideally 8 years+) of relevant professional experience in the health sector covering the main aspects of the project cycle (feasibility, design, implementation/development, management and operation) and in particular in relation to large-scale health projects and programs in at least three countries;Very good knowledge of the health sector including the global and EU policies and current trends, with particular focus on health systems organization and financing, Sustainable Development Goals and economics of health investments (economic rate of return, financial rate of return, NPV, etc.)Professional experience in providing advisory services/ technical assistance gained with a consultancy, corporate, research institute or financial institution; Professional experience working for or in Low and Middle Income Countries health sectors is an asset;Excellent writing skills and ability to conceptualise and draft sector studies, papers and policy briefings for a wider audience; Excellent knowledge of English and/or French (***), with a very good command of the other. Very good command of French would be a distinct advantage. Knowledge of other EU languages would be an asset.

(***) Unless stated explicitly as a required qualification, a good command of French is not a pre-requisite for hire. As both English and French are however official working languages of the EIB, proficiency in both languages is a pre-requisite for your future career development. Any language clause in your contract must be fulfilled in order for you to be eligible for a promotion (either via the annual appraisal cycle or via an internal selection process). Proficiency is understood to mean the attainment of level 5 of the Inter Institutional language courses, corresponding to B1.2 of the Common European Framework of Reference for Languages (CEFRL).
