    Organizational Setting and Reporting Relationship

    The position of Senior Financial Control Specialist position is assigned to the Trust Fund and Administrative Expense Division (CTFA) of the Controller's Department (CTL). You will be based at our Headquarters in Manila, Philippines.

    You will report to the Assistant Controller, CTFA and will oversee junior team members.

    Your Role

    As a Senior Financial Control Specialist, you will establish and maintain internal control systems to ensure that all ADB financial transactions are completely recorded following ADB's procedures. You will contribute to the maintenance of sound internal controls to ensure that financial reports are prepared and following the relevant accounting standards. You will collaborate with several departments to complete tasks.

    You will:

    Field Offices Accounting and Controls Oversight

    a. Conduct, review, and assess the maintenance and effectiveness of internal controls in ADB's Field Offices, while evaluating risks in financial processes and overseeing the testing of internal controls over administrative expenses and capital expenditures.

    b. Collaborate with other departments to ensure comprehensive risk assessment control implementation.

    c. Provide essential accounting support to ensure that Field Offices administrative expenses are recorded and comply with ADB policies.

    Systems and Procedures

    a. Implement new systems and enhance existing ones. Coordinate system and business processes for efficient operations.

    b. Oversee system accuracy, collaborate with ITD for changes, and recommend improvements to ensure timely and generally accepted accounting principles in the United States (US GAAP) compliant accounting.

    Financial Statements/Reports

    a. Contribute to the preparation of the financial statements following US GAAP.

    b. Oversee junior staff in analyzing data, transactions and reports for accuracy, consistency, propriety and compliance with policies or established practices.

    Trust Fund Accounting

    a. Oversee trust and donor funds to ensure they are used as intended and assets are safeguarded, while ensuring timely and accurate preparation of financial reports in compliance with agreements and accounting principles.

    b. Contribute to the establishment of funds, including developing Board papers, policies, and agreements.

    Staff Management

    a. Provide leadership and support to reporting staff by supervising their performance, offering clear directions, and providing regular feedback.

    b. Ensure ongoing learning and development, and guide staff on internal controls to ensure financial and other transactions follow good practices.

    Client Relations and Knowledge Sharing

    a. Stay updated on the latest accounting industry developments and provide guidance on their implementation within ADB, ensuring necessary information is provided to meet client needs and gathered from other areas.

    b. Represent CTL in working groups, offering input on internal controls, process enhancements, and system improvements.

    Others

    Undertake other responsibilities that may be assigned and reflected in your work plan.

    Qualifications

    You will need:

  • Master's degree in accounting, finance, business, or equivalent; or University degree in related fields, with internationally recognized professional qualifications such as Certified Public Accountant (CPA) or Chartered Accountant (or equivalent); and at least 5 years' specialized experience relevant to the position can be considered.
At least 10 years' relevant experience in accounting and control processes in the banking/financial services sector or international financial institutions International experience working in several countries. Experience of US GAAP or International Financial Reporting Standards. Proficiency in internal control over financial reporting, with familiarity of the COSO Framework. Proficiency in using Enterprise Resource Planning systems, with experience in quality assurance or audit being advantageous. Experience applying and sharing relevant knowledge to benefit the broader ADB community. Written and verbal proficiency in English. Experience in coaching to support the development and potential of more junior colleagues. Experience leading a team under the guidance of a senior team leader. Additional Information

Selected applicants will be subject to a one-year probationary period.

This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff's particular blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment.
