Under the overall supervision of the Head of Resources Management, and in close coordination with the Grants Programme Manager, the Finance Officer, and relevant units at the Regional Office (RO) and Headquarters (HQ), the Senior Finance and Compliance Associate will provide technical and administrative support to the Head of Resources Management in monitoring financial and compliance aspects of Implementing Partners. The role focuses on assisting with the review of financial documentation and reports, compliance checks to ensure adherence to IOMโs financial rules, regulations, and donor-specific requirements.
- I In coordination with the Head of Resources Management and the Grants Programme Manager, support the financial and administrative functions related to grants implementation, in accordance with IOMโs rules and procedures as well as donor requirements and standards.ย
- Review and assess partner organizationsโ budgets and operational capacities to ensure compliance with IOM and donor regulations, including due diligence assessments on, HR, procurement, and financial systems prior to granting awards.
- Strengthen the capacity of implementing partners in resource management by identifying gaps and delivering tailored support and trainings in finance, HR, and procurement processes, including on-site support at sub-offices as needed.
- Monitor the finance, HR and procurement processes of implementing partners and verify that they are implemented in accordance with the donor and IOM rules and regulations and ensure that budget implementation/expenditures are managed according to IOM and donor rules and regulations.ย
- Coordinate compliance checks in accordance[NV1]ย [IA2]ย with internal methodologies including planning, reporting and follow up related to these reviews and share information regarding compliant behaviour and ethical procedures with the project team and implementing partners.ย
- Review and analyse all financial reports submitted by implementing partners and submit to the Programme Manager for final approval.ย
- Review funding requests submitted by implementing partners and make sure that they are processed in a timely manner to avoid delays in project implementation.ย
- Monitor expenditures against budget with respect to various budgets/cost lines the approved budget for each implementing Partner on a regular basis.ย
- Maintain records of all project expenditures and customize financial reports from IOMโs accounting system.
- Assist the CoM and Project Managers in the preparation of budgets for new projects and programmes.
- Prepare project and donor financial reports in accordance with IOM regulations and established procedures.ย
- Provide technical support to project managers throughout the cycle to ensure compliance with the general instructions of IOM and relevant permanent instructions for the whole CO, namely in the areas of general administration and finance.
- Ensure that accounting data are properly entered into the ERP system, in accordance with IOMโs financial rules, regulations and practices; ensure the maintenance of accurate financial records including electronic and hard copies of all financial documentation.
- Guide, train and supervise the work of other staff in the unit.

Education
High School Diploma with seven (7) years of relevant professional experience.ย
Professional certification as Chartered Accountant (CA) or Certified Public Accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) will be an advantage.

โข ย ย ย ย Practical experience in IOM or an intergovernmental field-based organization and administrative and financial management, budget monitoring and internal control procedures;ย
โข ย ย ย ย Experience in performing or coordinating due diligence and risk assessments for International Organizations, and National NGOs;ย
โข ย ย ย ย Experience in preparing clear and concise reports, supervising staff and coordinating administrative activities;
โข ย ย ย ย Experience working with the Implementing Partners (IP);ย
โข ย ย ย ย Experience in IP's capacity assessment, Budgets and Fraud mechanism control; and,ย
