Work LocationHome Based Expected duration2 months Duties and ResponsibilitiesUNEPโs Programme Management Team of the UNEP project: โDecentralised Energy Systems to Accelerate the Energy Transitionโ is seeking the expertise of a review consultant to conduct the projectโs Management-Led Terminal Review. The terminal review seeks to assess project performance (in terms of relevance, effectiveness, and efficiency), and determines outcomes and impacts (actual and potential) stemming from the project, including their sustainability. The review has two primary purposes: (i) to provide evidence of results to meet accountability requirements, and (ii) to promote learning, feedback, and knowledge sharing through results and lessons learned among UNEP, and the relevant agencies of the project participating countries. The consultant will prepare an analysis based on the evidence gathered through the evaluation, and using triangulation of sources to provide lessons learned and recommendations for change and adaptation for the new project document. There are no field missions to perform the terminal review. However, as this is a management-led terminal review, previous field missionsโ reports were used. In addition, where necessary, phone calls and email exchanges were done with relevant stakeholders. Qualifications/special skillsa. Education A university degree in environmental sciences, international development or other relevant political or social sciences area is required and an advanced degree in the same areas is desirable. b. Work Experience A minimum of 7 years of evaluation experience is required, preferably including evaluating large, regional or global programmes and using a Theory of Change approach. Specific understanding of 1) Paris Convention, 2) UNEPโs Climate Change Division and 3) Renewable Energy and Energy Efficiency is desired. Working knowledge of the UN system and specifically the work of UNEP is an added advantage. c. Key Competencies Professionalism: An ability to work in a calm, competent and committed manner. Communication: Fluent in English language. Written and spoken communications are clearly understood. Planning and Organizing: Develop clear goals that are consistent with agreed strategies.
