Papua New Guinea (PNG) and Solomon Islands have engaged with GGGI to foster sustainable and inclusive economic growth. Established in 2018, the GGGI PNG office collaborates closely with government entities, including PNG's Climate Change Development Authority (CCDA), and relevant ministries in Solomon Islands.


POSITION SUMMARY


The Senior Energy Officer provides technical leadership and strategic oversight for energy sector initiatives across Papua New Guinea and Solomon Islands. Reporting directly to the Country Representative PNG and Solomon Islands, and the Climate Finance Initiative for Resilience and Sustainable Transition Project Manager, the incumbent is responsible for driving the development, delivery, and assessment of renewable energy, energy efficiency, rural electrification, and sustainable infrastructure projects.

The role involves policy advisory, comprehensive project management, strategic stakeholder engagement, capacity-building, and knowledge dissemination, ensuring alignment with GGGIโ€™s corporate policies, strategic outcomes, Gender Equality Disability and Social Inclusion (GEDSI) principals, and national development objectives. Additionally, the role requires supports analytical work and knowledge development to ensure the delivery of high-impact energy projects in PNG and Solomon Islands and contributes to broader GGGI efforts in the Pacific region when required.

This role is integral to maintaining operational efficiency, enhancing program outcomes, and promoting sustainable energy development in PNG and Solomon Islands.


PURPOSE

Provide strategic leadership in the formulation, design, and implementation of renewable energy and energy efficiency initiatives aligned with national priorities. Lead technical, financial, socio-economic, and environmental analyses for high-impact energy projects. Drive policy development, legislative reform, and innovative financing mechanisms to enhance investment in renewable energy infrastructure. Strengthen institutional and local capacities to ensure effective project management and sustainability of outcomes.

ENGAGEMENT

Establish and maintain strategic relationships with government agencies, provincial authorities, private sector partners, development institutions, NGOs, and community stakeholders. Represent GGGI in national and international forums, advancing green growth agendas and securing strategic partnerships and funding opportunities. Facilitate inclusive stakeholder consultations, ensuring projects align with community priorities and national development strategies. Coordinate effectively with GGGIโ€™s global and regional teams to leverage expertise and foster integrated delivery under the โ€œOne GGGIโ€ approach.

DELIVERY

Oversee the preparation of detailed project proposals, feasibility studies, and investment models aimed at securing financing from international financial institutions and donors. Ensure timely delivery of project milestones, managing budgets and resources efficiently to achieve strategic objectives. Monitor and report on project progress, outcomes, and impacts, providing strategic recommendations for continuous improvement. Provide expert guidance on renewable energy systems, energy efficiency best practices, and sustainable electrification methodologies tailored to local contexts.

REQUIREMENTS

QUALIFICATIONS

Advanced degree (Master's or higher) in Engineering, Renewable Energy, Environmental Sciences, Economics, Sustainable Development, or related discipline. Minimum of 5-7 years of professional international experience in the design and/or implementation of large-scale renewable energy projects. Minimum 2 years of professional experience outside of home country Extensive expertise in policy formulation, project development, techno-economic analysis, and engagement with international financial institutions. Proven track record in managing large-scale renewable energy projects and securing climate finance. Experience in geothermal energy and wind energy projects is highly desirable and would be considered an asset. Significant experience working in Small Island Developing States (SIDS), preferably in the Pacific region. Fluency in English with outstanding written and oral communication skills.

FUNCTIONAL

Comprehensive understanding of renewable energy technologies (solar, wind, geothermal, etc.), energy efficiency methodologies, and rural electrification strategies. Demonstrated ability to undertake complex technical, financial, and socio-economic analyses for infrastructure projects. Exceptional skills in policy advisory, legislative framework assessments, and institutional capacity strengthening. Expertise in mobilizing and managing climate finance, preparing bankable project proposals, and developing public-private partnerships.

WORKING CONDITIONS

The Senior Energy Officer is an X9, international grade level in GGGI's salary scale. For X9 International grade, the base salary starts from US D 77, 904. Determination of base salary is subject to candidate's experience, academic background and internal equity. GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision. In addition, GGGI provides expatriate benefits such as expatriate allowance - equivalent to 20% of the base salary, educational allowance, and other benefits (terms and conditions are to be reviewed in a case-by-case situation).
