The Senior Economic Affairs โ Research Coordinator reports to the Director of the Subregional Office of ECLAC in Mexico. The Economic Commission for Latin America and the Caribbean is one of the five regional Commissions of the United Nations. ResponsibilitiesUnder the overall supervision of the Director of the Subregional Office of ECLAC in Mexico, the Senior Economic Affairs โ Research Coordinator will be responsible for the following duties: Economic or sectoral analysis โข Leads or participates in the formulation, organization and management of mandated programmes of economic and social analysis and the formulation of possible economic strategies, policies and actions for adoption by the international community. โข Leads or participates in the identification of new or emerging development issues of potential concern to the international community, particularly those of a regional or global nature, and designs and develops programmes to address them. โข Provide substantive guidance, technical advice and mentoring to the Heads of Units regarding the contents and research methodologies of multi-disciplinary studies on social and economic development ensuring high quality products and their relevance to member countries. โข Supervises a team of staff economists undertaking economic analysis and institutional position documents. โข Commissions economic studies and analyses when necessary. โข Supervise and coordinate ECLAC Mexico Publications Programme and the work of the Editorial, Documents and Conference Services Unit. โข Conceives, plans and manages expert group meetings, seminars and similar consultations that contribute to the finalization of the work unitโs outputs. โข Finalizes reports on development for issuance by the United Nations. โข Prepares speeches for senior staff and makes presentations on economic issues for specialist or non-specialist audiences. Intergovernmental support โข Provides direct substantive support on development issues to intergovernmental bodies (such as the General Assembly, the United Nations Conference on Trade and Development (UNCTAD), the Economic and Social Council, the Trade and Development Board, the regional commissions and the subsidiary bodies of each) by offering strategic advice, giving technical guidance and assisting in developing a consensus. โข Manages ECLAC subregional headquarters in Mexicoโs contribution to the preparation and management of meetings of intergovernmental bodies. โข Represents ECLAC subregional headquarters in Mexico at international, regional and national meetings on development issues. Technical cooperation โข Develops and maintains relations with senior officials of member governments and ensures a response to requests for advice and/or assistance on economic issues and policies. โข Assist the Director in designing, coordinating and supervising technical cooperation actions provided to member countries and to sub-regional organizations in regard to socio-economic development. โข Negotiates with donor and recipient governments on technical assistance programmes and projects. โข Organizes and coordinates cooperation among Member States on economic programmes or issues. โข Leads or participates in technical cooperation missions. โข Conduct research and, if so, instructed by the Director, play a key role in the coordination of selected technical cooperation projects; actively participate in conferences to present and/or lecture on ECLACโs views on key issues of the regionโs development. Programme support โข Contributes to the formulation of the medium-term plan, the programme of work and the budget of the unit and participate in the formulation of the organization's overall programme of work and other similar endeavours. โข Attends to various administrative matters as per request of the Director. โข Performs other related duties as required. EducationAdvanced university degree (masterโs degree or equivalent) in economics or related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Job - Specific QualificationSuccessful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable. A Doctorate in economics or a related field is desirable. Work ExperienceA minimum of ten (10) years of progressively responsible experience in economic research and analysis, policy formulation, application of economic principles in development programmes or related area is required. Working experience in countries served by ECLAC Subregional Headquarters in Mexico is required. Experience in leading the design and implementation of international technical cooperation projects is required. One (1) year or more of experience in data analytics or related area is desirable.
