Organizational Setting and Reporting Relationship
The position of Senior Digital Finance Specialist is assigned to the Finance Sector Office (FIN) within the Sectors Department 3 (SD3). SD3 aims to deliver impactful sector strategy, initiatives, and integrated solutions that advance ADBโs strategic agenda in the region. SD3, which is comprised of the Finance Sector Office (FIN), Human and Social Development Sector Office (HSD) and Public Sector Management and Governance Sector Office (PSMG): delivers or supports sovereign, nonsovereign, and advisory operations; delivers knowledge services; supports regional departments (RDs) and resident missions (RMs) in engaging with ADBโs developing member countries (DMCs); and ensures ADBโs technical leadership internally and externally.
FIN leads policy development and dialogue, knowledge management, project quality assurance, sector analytic work, and loan and technical assistance (TA) processing and administration in the financial sector. You will be based at our Headquarters in Manila, Philippines.
You will report to Senior Director, Financial Sector and will supervise junior team members.
The selected candidate will be appointed with the title, โSenior Financial Sector Specialist (Innovative Finance)โ.
Your Role
As a Senior Digital Finance Specialist, your primary focus will be on assessing and advancing digital finance development for financial inclusion and capital market development across Asia and the Pacific. You will identify gaps and opportunities for intervention, conduct research on emerging digital finance technologies, regulatory frameworks, and financial inclusion strategies, and develop tools and frameworks to enhance digital maturity and address development challenges. You will collaborate with governments, financial institutions, and other stakeholders to support policy development, promote best practices, and implement digital finance solutions. Additionally, you will lead the piloting of new technologies, such as supervisory technology and digital identity, to improve access to finance and financial health, particularly for underserved populations.
Under ADB's New Operating Model, there will be significant flexibility in the assignment of responsibilities within sectors. Staff and directors may be requested to cover different geographies within a sector or different practice areas, depending on their skills and experience. You will assist the Senior Director in progressing the digital finance workstream, coordinating and responding to strategic initiatives within the bank, and undertaking operational reviews and assessments. Furthermore, you will support collaboration with ADB's regional, non-sovereign operations departments, and other sectoral departments to accelerate the four shifts in ADB's New Operating Model: green and resilience; catalyzing private sector development; delivering holistic, knowledge-driven, innovative, and integrated solutions; and modernizing ADB's approach to work by becoming more efficient, agile, and collaborative.
You will:
- Support with: (i) research and identification of projects where digital financial technology services can be integrated to expand access to finance and promote financial and social inclusion; (ii) assess suitable technologies and systems to enable introduction of digital financial technology services; and (iii) design, implement and monitor projects/programs/technical assistance/pilot projects that integrate digital financial technology services.

This position is crucial to the Workforce Rebalancing Framework (2022โ2027), a strategic initiative aimed at enhancing ADB's in-house expertise previously sourced from the external workforce. The role seeks seasoned experts with substantial field experience capable of leading policy dialogue, and projects focused on delivering knowledge solutions. Successful candidates may occasionally undertake short-term assignments in other groups or departments when required. This fixed-term appointment for three years is renewable under Section 3.1 (b) of Administrative Order No. 2.01 on โRecruitment and Appointmentโ.
This is a fixed term appointment with option to renew for an initial period of three (3) years following Section 3.1 (b) of Administrative Order No. 2.01 (โRecruitment and Appointmentโ). This appointment is not convertible to a regular appointment. At the end of the initial period, this appointment may be renewed for a period of up to three years, or not renewed. There is no limit on the number of renewals. This appointment is open to internal and external applicants.
