Work LocationUNRWA-HQ Amman Expected durationFifteen weeks Duties and ResponsibilitiesBackground UNRWA is a United Nations agency established by the General Assembly in 1949 with a mandate to provide humanitarian assistance and protection to registered Palestine Refugees in the Agencyโs area of operations, namely Gaza, Jordan, Lebanon, Syria and the West Bank, including East Jerusalem, pending a just and lasting solution to their plight. Thousands of Palestine Refugees who lost both their homes and livelihood because of the 1948 conflict have remained displaced and in need of significant support for seventy-five years. The Agency helps them achieve their full potential in human development through quality services it provides in education, health care, relief and social services, protection, infrastructure and camp improvement, microfinance and emergency assistance. UNRWA is funded almost entirely by voluntary contributions. The UNRWA Department of Planning (DoP), located in the Agencyโs Headquarters in Amman, serves as a focal point for policy and strategy development, annual operational planning, quality assurance and report development. As part of these responsibilities, the DoP produces an annual statistics bulletin that illustrates the scale and profile of UNRWA operations. In addition to general statistics about the population registered with the Agency, the bulletin presents data on UNRWAโs protection, health, education, relief and social services, microfinance and infrastructure and camp improvement operations as well as the Agencyโs human and financial resources, and procurement. In 2021, the DoP transitioned the statistics bulletin from a pdf-based publication to a dashboard format, developed on a PowerBI platform. The dashboard provides both annual and multi-year statistics from 2016 onwards, available at both UNRWA-wide and field-office levels. Whilst easy-to-navigate and offering a good level of functionality, the DoP would like to update the dashboard to offer a more attractive and interactive experience for users. The Senior Business Intelligence Consultant will work closely with the Deputy Director of Planning, the DoP Senior Statistician and Senior Systems Analyst as well as the Digital Impact, Technology and Innovation Department (DITID) to develop a new statistics dashboard that presents the Agencyโs key data by programme, field and Sustainable Development Goal (SDG) in a visually appealing and user-friendly manner. The new dashboard must be based on the PowerBI platform, maintainable by existing DoP and DITID staff, and be available to both internal and external users. The Senior Business Intelligence Consultant will work with UNRWAโs Department of Planning (DoP) to develop a new dashboard on a PowerBI platform that presents the Agencyโs key statistics by programme, field and Sustainable Development Goal in a visually appealing and user-friendly manner. In doing so, the Consultant will be responsible for the following activities: Output 1: Requirements gathered and analyzed (two weeks) Tasks: โข Confirm the list of statistics to be included in the dashboard. โข Identify the required chart types per statistic. โข Ascertain the data download/export requirements. โข Determine how comments should be displayed. โข Create a mockup design of the dashboard. Deliverables: (i) Requirements document; and (ii) Wireframes / mockups of the dashboard. Output 2: Data assessed and prepared (two weeks) Tasks: โข Work with the DoP to review and clean data; โข Validate data quality, consistency and structure; โข Review the structure of the existing SQL database and adjust based on needs; โข Determine an ETL process. Deliverable: Confirmed data schema and ETL process to load data from Excel into the SQL database. Output 3: Dashboard designed (two weeks) Tasks: โข Assess and propose the types of maps to be used in the dashboard, along with the related technologies โข Determine, in coordination with the UNRWA Digital Impact, Technology and Innovation Department (DITID): ๏ง PowerBI environment for the dashboard and access; ๏ง the technology and front-end framework and libraries for charts and maps; โข Design user interface patterns for displaying comments, filters and data disaggregation. Deliverables: (i) Overview of PowerBI workspace and dataset structure; (ii) Data source and ETL process documentation; and (iii) Proposed dashboard navigation and layout structure and design. Output 4: Dashboard developed (five weeks) Tasks: โข Develop the main dashboard interface; โข Implement filtering by year, field, programme and other relevant parameters. Deliverables: (i) Functional PowerBI dashboard and coordination with DITID for testing environment deployment; and (ii) Source code. Output 5: Dashboard tested (two weeks) Tasks: โข Test the dashboard functional features. โข Validate the data included in the dashboard โข Check browser / device compatibility; โข Receive and incorporate feedback from users / testers. Deliverables: (i) Tested dashboard; (ii) Bug reports; (iii) Final fixes and enhancements. Output 6: Dashboard deployed and handed over to DoP (two weeks) Tasks: โข Publish the dashboard to production; โข Develop a user guide and technical guide; โข Conduct training sessions for key dashboard users and administrators. Deliverables: (i) Dashboard launched; (ii) User and technical guides; (iii) Users and administrators trained. Qualifications/special skillsโข University degree from an accredited educational institution in Information Systems, Computer Science, Software Engineering or a related field; โข At least six years of progressive experience as a senior Business Intelligence developer or in a similar role, with a strong focus on SSAS, SSIS, ETLs, Cubes, Power BI, DAX, and MDX; โข Proven experience in developing and maintaining reports and dashboards using Microsoft PowerBI and connecting to OLAP cubes or any other data sources; โข Experience in writing DAX and MDX expressions for Microsoft Analysis Services; โข Experience in Microsoft Business Intelligence Architecture; โข Previous experience as an ETL developer with strong data architecture knowledge around data warehousing concepts; โข Experience with SQL server databases as developer; โข Strong analytical and problem-solving skills, with the ability to understand complex business requirements and propose effective technical solutions; โข Excellent teamwork and communication skills, with the ability to collaborate effectively with diverse stakeholders; LanguagesFluency in written and spoken English is required Additional InformationThe Consultant will report to the Deputy Director of Planning and will coordinate closely with: (i) the DoP Senior Statistician; (ii) the DoP Senior Systems Analyst; and (iii) DITID. The Dashboard Development Consultant will be contracted on a full-time basis (i.e., 40 hours per week) and can work either remotely or from the UNRWA Headquarters in Amman.
