The Department of Development Finance (DDF) is housed within GGGIโs Directorate for Green Finance and Corporate Services (DGFC), which oversees core institutional operations and fund management systems. DDF plays a central role in advancing GGGIโs ability to manage and facilitate strategic climate and development finance. Its mandate is to deliver effective fund operations, foster high-value partnerships, and strengthen institutional readiness for direct access to major climate finance mechanismsโsupporting green transformation across GGGI member countries.
DDF comprises two key units:
The Green Trust Fund Unit, responsible for overseeing the management of donor-backed financing vehicles supporting inclusive, sustainable development; and The Finance Strategy Cooperation Unit, which leads GGGIโs engagement with Multilateral Development Banks (MDBs), public development banks, and major climate finance institutions.

Operationalizing programmatic funds through transparent, accountable, and high-quality management systems. Strengthening partnerships and delivering technical support to country teams on fund access and institutional capacity building. Enhancing the alignment of GGGIโs investment pipeline with the evolving priorities of international financing partners, including areas related to mitigation, adaptation, and carbon finance. Leading organizational efforts on GGGIโs accreditation and engagement with climate finance institutions.Through its integrative work across climate, development, and emerging financing areas, including but not limited to sustainable finance and carbon finance. DDF contributes to GGGIโs broader mission of enabling green growth pathways that are environmentally sustainable, socially inclusive, and economically viable.
POSITION SUMMARY
The Senior Associate, Finance Strategy Cooperation Unit (FSCU), supports GGGIโs institutional coordination and delivery across key international climate finance access mechanisms, with a primary focus on the Green Climate Fund (GCF). The position serves as the core coordinator of GGGIโs GCF Readiness portfolio and contributes to the organizationโs preparation and progress toward Accredited Entity (AE) status. The Senior Associate supports internal systems alignment, proposal quality assurance, and reporting compliance, and acts as a focal point for GCF-related engagements with internal teams, National Designated Authorities (NDAs), and the GCF Secretariat. In addition, the role supports FSCUโs broader workstreams related to institutional access to global climate finance, including partnerships with MDBs and other financing facilities.
PURPOSE
The Senior Associate plays a cross-cutting coordination and delivery support role across the GCF Readiness portfolio and other institutional climate finance access efforts. The role ensures that project proposals, amendments, audits, and reports are of high quality, consistent, and aligned with funder expectations. It also supports institutional readiness for AE accreditation by helping track documentation, coordinate technical inputs, and assist with stakeholder engagement. The role contributes to FSCUโs wider objectives and is expected to provide flexible support to other strategic workstreams as directed by the Unit Head.
ENGAGEMENT
The Senior Associate will:
Serve as GGGIโs core coordination point for operational engagement with the GCF Secretariat on readiness programming, reporting, and compliance issues. Act as a liaison between GGGI headquarters and country teams to support proposal development, disbursement requests, reporting cycles, and amendment processes under GCF Readiness. Coordinate with legal, finance, safeguards, procurement, and monitoring teams to ensure institutional compliance with GCF standards and alignment of internal processes. Support the preparation of documentation and institutional submissions for AE accreditation or re-accreditation to the GCF and/or other relevant climate finance entities (e.g., Adaptation Fund). Engage with NDAs and country stakeholders in consultation with regional teams, ensuring timely and clear communication on proposal pipelines and program implementation requirements. Provide strategic and operational inputs to internal task forces, working groups, and knowledge-sharing initiatives led by FSCU or the Department of Development Finance (DDF). Prepare internal briefs, talking points, and updates on GCF Readiness reforms and AE eligibility standards to inform senior leadership and cross-departmental alignment.
DELIVERY
The Senior Associate will:
Oversee the tracking of GCF Readiness proposals under development and under implementation across all GGGI countries, maintaining an up-to-date record of timelines, feedback cycles, approvals, and reports. Coordinate internal review and quality assurance of readiness proposals and related documents, ensuring alignment with evolving GCF guidance and institutional procedures. Review and consolidate Annual Progress Reports (APRs), Completion Reports, audit submissions, and refund documentation, ensuring compliance with donor expectations. Maintain a centralized SharePoint system and related records for the GCF Readiness portfolio, accreditation documentation, and institutional fund access materials. Contribute to the development and delivery of training sessions, guidance notes, and checklists for program teams on GCF procedures and expectations. Support the preparation and validation of internal documentation required for GGGIโs AE accreditation, including policies, manuals, and evidence packages. Coordinate cross-functional contributions to donor portfolio reports, institutional audits, and strategic communications products related to climate finance access. Contribute to the organization and delivery of stakeholder dialogues, workshops, and bilateral meetings with external partners such as MDBs and public development banks. Provide additional operational and analytical support to FSCUโs broader workstreams including investment pipeline classification, blended finance platform development, and donor engagement coordination, as delegated by the Unit Head.
REQUIRMENTS
QUALIFICATIONS
Masterโs degree in a relevant field (e.g., climate finance, development economics, public policy, environmental management) or equivalent combination of Bachelorโs degree and additional years of experience. Minimum 5 years of professional experience, preferably in climate or development finance, donor coordination, or project oversight. Proven experience supporting donor-funded programs, particularly multilateral funds such as the Green Climate Fund. Familiarity with institutional accreditation processes to global climate finance mechanisms is a strong advantage. Excellent written and verbal communication skills in English.
FUNCTIONAL
Strong understanding of GCF Readiness programming modalities, institutional compliance, and fund access procedures. Proven ability to coordinate complex documentation and reporting cycles across multiple internal and external stakeholders. Knowledge of safeguards, fiduciary, and procurement frameworks relevant to climate finance institutions. Experience supporting proposal development and report consolidation in an international or intergovernmental context. Proficiency in Microsoft Office tools and experience using institutional platforms such as SharePoint, CRM, or ERP systems.

WORKING CONDITIONS
The Head of the Senior Associate, Finance Strategy Cooperation Unit is an X7 National Scale of Republic of Korea grade level in GGGI's salary scale. For X7 National Scale of Republic of Korea grade, the base salary starts from USD 58,452. Determination of base salary is subject to candidate's experience, academic background and internal equity. GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision. In addition, GGGI provides expatriate benefits such as expatriate allowance - equivalent to 20% of the base salary, educational allowance, and other benefits (terms and conditions are to be reviewed in a case-by-case situation).
