Context

The Paris Agreement provides a comprehensive framework for signatory Parties to reach an ambitious commitment to limit the increase in global average temperature to well below 2°C, and to pursue efforts to limit the increase to 1.5°C in a cooperative manner. This framework covers a number of instruments including cooperative approaches under Article 6 which allows signatory countries (and private sector entities authorized by these countries) to engage in international carbon transactions.

The Carbon Pricing Unit (CPU) of GGGI is a global leader in Article 6 international carbon trading technical assistance, implementing several programs since 2019 related to preparing and supporting countries in trading, opening up international carbon markets. The resultant flow of transactions is envisaged to build a robust and reliable global price for carbon, something many areas of the private sector have long called for as a way to motivate the transformational change needed to achieve the ambitious goals of Paris.

The Carbon Transaction Facility (CTF) was formally launched in 2024 and is currently the main delivery vehicle for GGGI’s Article 6 support to its member and partner countries. It is a collection of single and multi-donor funds aimed at further developing and scaling up Article 6-based carbon markets. The CTF will not only support the readiness of countries to participate in Article 6 cooperative approaches through a learning by doing approach but also enable transactions of Article 6 compliant mitigation outcomes, also known as ITMOs. GGGI acts as trust fund manager for all trust funds within the CTF. CTF participants are sovereign parties looking to support potential seller countries in readiness. Several fund participants also seek to purchase ITMOs for meeting their own NDC or for higher ambition purposes such as carbon neutrality targets.

One of the funds under the CTF, Article 6 Climate Cooperation Fund (ACCTIF), was established in September 2024, with the Swedish Energy Agency as its first Fund Participant. The Fund’s objectives are to (1) promote cooperation under Article 6 of the Paris Agreement to raise climate ambition; (2) generate GHG emissions reductions that are real, verifiable and additional; (3) contribute to sustainable development progress globally; and (d) support the development of well-functioning international carbon markets under Article 6 of the Paris Agreement.

As of February 2025, the Fund provides technical assistance and mitigation activity development services in four countries: Nepal, Côte d'Ivoire, Dominican Republic, and Zambia.

POSITION SUMMARY

GGGI Carbon Pricing is recruiting a Senior Associate who will lead the local implementation of the activities under the ACCTIF Fund in Côte d’Ivoire (CIV). Reporting to the Country Representative in CIV, with secondary reporting line to the ACCTIF Fund Manager, the Senior Associate in Côte d’Ivoire will coordinate the in-country project activities, planning, workshop and event logistics, internal communications, monitoring of implementation progress to ensure timely completion of quality deliverables within budget. The Senior Associate will develop work plans, coordinate with the Carbon Pricing team for technical reviews, and oversee local consultants. Additional duties include stakeholder

engagement, organizing capacity-building workshops for government agencies, and facilitating outreach efforts to engage public and private mitigation activity project proponents.

PURPOSE

S(He) will work with Carbon Pricing Unit primarily to lead the activities under the ACCTIF Fund in Côte d’Ivoire while collaborating with the Côte d’Ivoire country office team. The Associate will work closely with the ministries in charge of environment and relevant local partners, including mitigation action proponents.

ENGAGEMENT
Engage regularly with key government ministries, including the Ministry of Environment Sustainable Development and Ecology Transition, and other relevant stakeholders, to align project activities with national priorities. Facilitate consultations with stakeholders to validate project concepts and workplans and ensure alignment with national development strategies. Establish effective communication channels to promote collaboration between GGGI, government agencies, and other key stakeholders including public and private sector proponents. Identify risks and issues that will impact project delivery and report to the Country Representative and the ACCTIF Fund Manager on a timely basis. Advise and provide support to consultants and other outsourcing firms for their engagement with government key project stakeholders. Work closely with ACCTIF Fund Manager, other colleagues from Carbon Pricing Unit members as well with other technical teams within GGGI.

DELIVERY

The general roles and responsibilities of the Senior Associate include:

Lead and coordinate in-country ACCTIF Fund activities, including planning, execution and monitoring and reporting of progress. Create detailed workplans and clear milestones and deliverables to achieve the Fund’s objectives in Côte d’Ivoire. Coordinate with both the Côte d’Ivoire Country Team and Carbon Pricing Team for technical support, review and quality assurance. Manage any in-country procurement or hiring of local vendors, external consultants and oversee their delivery to ensure quality and alignment with Fund goals. Ensure compliance with GGGI and Fund requirements through regular communication and reporting to the Country Representative and the Fund Manager. Collect any data or evidence for results reporting or donor reporting as required. Plan and deliver capacity building workshops for government agencies or other stakeholders. Under the guidance of the ACCTIF Fund Manager and Carbon Pricing Team, manage in-country mitigation activity pipeline development, or workshops for the project proponents.

REQUIREMENTS
Qualifications
A bachelor’s degree in environmental engineering, energy, economics or policy, development, or other related disciplines related to green growth, sustainable development in energy or climate change. Master or above is preferred. Preferred 5+ years of professional experience with a public or private sector organization in fields of climate change and carbon pricing. Strong understanding of international carbon markets, including an understanding of Article 6 of the Paris Agreement Demonstrated ability to develop presentations, reports and other documentation of a very high standard. Experience of private sector engagement is highly desirable Fluency in English and French is required.
Functional
Experience in day-to-day engagement with Government ministries and agencies. Experience with the Government of Côte d’Ivoire is a strong advantage. Experience of requirements and procedures of bilateral donors/organizations or multilateral organizations Familiarity with the national flagship programs and policies, the Nationally Determined Contribution (NDC), in Côte d’Ivoire in advancing green growth; Flexibility, responsiveness, and ability to manage multiple activities to tight deadlines; with demonstrated ability to work in a multidisciplinary team; Demonstrated experience in producing reports and communication materials; Experience of working in an international organization or firm is desirable Be able to support the ACCTIF Fund Manager and colleagues.

WORKING CONDITIONS

The Senior Associate – Article 6 Climate Cooperation Fund (ACCTIF) Côte d’Ivoire is an X7 National grade level under GGGI’s salary scale, with a starting salary of USD 28,929. Determination of base salary is subject to candidate's experience, academic background and internal equity.
