The Multilateral Organisation Performance Assessment Network (MOPAN) is a dynamic network of 21 members who fund multilateral organisations and together share a common interest in strengthening the effectiveness of the multilateral system. Together, MOPAN members provide over USD 100 billion in annual contributions to and through the multilateral system โ the majority of the systemโs ODA funding. The network is supported by a Secretariat, hosted by the OECD, that carries out regularly and systematically, assessments of the effectiveness of multilateral organisations and cross-cutting insights. MOPAN assessments are used to meet accountability and due diligence requirements of governments, to inform strategic dialogue with multilateral organisations, and to generate knowledge to strengthen both the effectiveness of organisations and the overall effectiveness of the multilateral system.
How well do multilateral organisations understand, communicate and deliver on their value proposition? How well do they position themselves strategically to navigate rapidly evolving and unpredictably changing contexts, while fulfilling their core mandate? How well are they governed and managed? To what extent are they acting sustainably? How well are organizations engaging among themselves and with stakeholders, to address global issues in coordinated and meaningful fashion? These are some of the key questions that MOPAN engages on.
Job Description
We are looking for a dynamic and experienced Senior Advisor with strong conceptual knowledge and significant hands-on experience of measuring and improving organisational performance in an international and/or national public and/or private sector context.
Under the supervision of the head of Secretariat, the selected candidate will play a key role in finalising and coordinating the implementation a revised MOPAN methodology (MOPAN 4) to support the delivery of MOPANโs Mid-Term Strategy 2025-32 in line with our new vision and mission statement.
As the MOPAN Secretariat focal point for methods and standards, the Senior Advisor will work to ensure that MOPAN's institutional assessments, Mid-Term-Reviews, analytical insights and published data provide high quality and are timely, useful and reliable, and provide impartial evidence on multilateral performance. This will include continuously improving performance benchmarks, methods, including through the use of artificial intelligence and other innovative technology.
The Senior Advisor will work to ensure the use of a common approach through further strengthening the internal standards and procedures and through coordinating and managing the relationship with MOPANโs Service Providers. Work will also include to act as the Secretariat focal point for the networkโs Technical Working Group, to engage in drafting and implementing the workplan with the group and support the member Chair in her/his role.
The role calls for strong research, methodological and analytical skills and experience, ideally in corporate evaluation environments. Thorough understanding of and experience from the multilateral context is also needed in this role. The candidate will also need excellent organisational and coordination skills and experience in designing and managing complex processes as well as establishing and maintaining productive and collaborative relationships with a range of stakeholders. Strong communications skills will be essential in this role.
Previous experience of engaging with multilateral organisations on behalf of their member states or shareholders, measuring the performance of multilateral organisations and/or analysing the effectiveness of the multilateral system will be an asset.
Main Responsibilities
Methods and Standards Focal Point
Oversee and coordinate the timely finalisation and implementation of MOPAN 4, the revised MOPAN assessment framework and methodology.Convene and hold consultations with technical experts and multilateral stakeholders as relevant in finalising and implementing MOPAN 4.Convene MOPANโs Technical Working Group (TWG), coordinate work and provide strategic guidance.Work collaboratively to strengthen the standards and procedures used by the assessment managers and the Insights unit, and the application of a common approach internally and externally.Oversee the work of External Quality Assurance mechanism and update guidance and tools as needed.Coordinate and manage the framework agreements and the relationships with Service Providers. This includes the onboarding of new Service Providers, induction to the MOPAN 4 methodology, regularly exchanging on lessons learnt, and to monitor the implementation of the agreements overall. Work collaboratively with the assessment and insights units to ensure lessons learned are passed on from one assessment cycle to the next and inform MOPANโs cross-cutting analyses.Provide analysis of organisational good practices and benchmarks in collaboration with MOPANโs assessment and insights teams to promote the relevance of MOPANโs methodology and our impact on multilateral performance.Oversee MOPANโs digital approach including AI
Oversee the design, development, testing and training for corporate AI-powered tools for use in producing MOPANโs assessments and insight products in collaboration with MOPAN staff and service providers.Promote the use of AI in a transparent and risk-aware way, including through MOPANโs SOPs, templates, guidance and training.Engage with MOPAN members to raise awareness and provide training and guidance on using MOPANโs data hub. Identify new queries to align to membersโ needs and priorities.Contribute to the governance of MOPANโs AI use, including maintenance of MOPANโs datahub and AI policy and strategy, monitoring and reporting on use, engagement with MOPAN staff and service providers and planning for future development.Line manage the junior data scientist to develop MOPAN datahub, encompassing the deployment of AI approaches and interfaces to respond to member queries.Contribute to corporate communications and engagement
Participate to MOPANโs communications efforts, including actively communicate and disseminate MOPANโs work, internally and externally.Contribute to positioning MOPAN as a global go-to-source for credible and professional source of information on multilateral organisational effectiveness and reforms. Represent the MOPAN Secretariat in relevant international fora, as required and establish a network of professional contacts.Assist the Head of Secretariat in contributing to corporate processes when needed and conduct other tasks as directed by the head of Secretariat.
