Background:
The purpose of the Self-reliance and Durable Solutions Specialist role is to provide technical leadership and strategic direction to NRC Mozambiqueโs efforts in enabling pathways toward self-reliance and durable solutions for displacement-affected populations. As NRC phases out its Livelihoods and Food Security (LFS) programming, this new role ensures continuity in addressing the structural barriers that hinder displaced peopleโs ability to rebuild their lives, with a specific focus on protection-centred responses, area-based approaches, access to services and rights, and collaborative solutions.

The Specialist contributes to NRCโs One-Response transition planning, promotes integrated programming, and leads engagement with partners, government institutions, and other stakeholders to remove displacement-related barriers and strengthen self-reliance systems. The Specialist is also responsible for mentoring, training, capacity building staff, programme development and coordination of all staff, across all CCs and modalities,ย contributing to Self-reliance & Durable solutions programming.

What you will do:
General Responsibilities:
ย
Lead the technical development and implementation of NRC Mozambiqueโs approach to self-reliance and durable solutions, technical SOPs / guidelines, and Macro LogframesยCompliance with and adherence to NRC policies, guidance and procedures;
Guide strategy development, programme quality and cross-sector integration, in coordination with other Core Competencies (CCs).Identify thematic trends and donor priorities; contribute to concept notes and proposals.Provide technical direction and project implementation support;ย
Provide systematic training and build capacity of technical staff;Represent NRC in technical forums and working groups, including with national authorities and donors, particularly around resilience, solutions, and localisation.Promote the rights of IDPs and returnees in line with NRCโs advocacy strategy.

Specific responsibilitiesย :
Contribute to and lead the expansion and development of NRCโs strategy for self-reliance and durable solutions in Mozambique, with a strong focus on area-based and systems approaches.
Design and support integrated responses that remove displacement-related barriers to access services, documentation, legal protection, housing, and education.
Promote community-based planning processes that strengthen local ownership, social cohesion, and inclusive participation in solutions strategies.
Facilitate linkages between displaced populations and national/local systems.
Ensure environmental sustainability and climate adaptation are embedded across programme design using NRC tools (e.g., NEAT+).
Promote local partnerships and enable locally led responses by strengthening the capacities of civil society, local authorities, and private sector actors.
Guide programme design using evidence from protection, market, and barrier assessments and support safe and inclusive programming principles.
Support youth skills development and education transitions as pathways to self-reliance and self-reliance.
Work closely with the Grants and M&E teams to ensure coherent planning, budgeting, learning, and reporting across all self-reliance and durable solutions initiatives.
Contribute to advocacy efforts around legal identity, right to work, and integration into public systems for displaced persons.
Facilitate the implementation of specified project development plans, providing overall partnership and technical support in the conceptualization, design, planning, budgeting, and implementation.ย
Prepare related programme reports and documentations on the intervention as per the requirement of the country office, donors, head office and other stakeholders.ย
In Liaison with the Head of Programmes (HoP), Grants team and other specialist work on resource mobilization following the frameworks / guidelines / formats of the organization / donors through participatory processes involving primary stakeholders of the programmes / projects. This includes the thematic proposals for the whole country operation.
Work closely with the Area and field offices to provide oversight and management of the LFS budget.ย
Active participation in Economic inclusion and self-reliance forums at national levels.
Ensure safe and inclusive programming principles are embedded in all Durable Solutions activities.
Lead on recruitment processes for all Durable Solutions staff.

What you will bring:

Fluency in Portuguese and English required (spoken and written).
Minimum first level university degree/Bachelorโs Degree in relevant and related field.
Minimum 6 years of experience in displacement-focused programming related to protection, economic inclusion, or self-reliance.
Effective communicator and trainer.
Strong skills in programme design, planning, and evidence-based advocacy.
Proven ability to work in complex, volatile, and multi-stakeholder settings.
Strong capacity in leading proposal development.
Documented experience working with donors and conversant with their technical frameworks, strategic priorities and reporting requirements (e.g. ECHO, WFP, BHA, NMFA, Sida).
Understanding and experience of carrying out Needs and Market related assessment and analysis with the ability to devise and adapt tools to context.
Ability to work closely together with other field staff and across sectors.
High level of communication, representation, flexibility, and negotiation skills.ย ย

Context/ Specific skills, knowledge and experience:ย
Experience and understanding of specific context of Mozambique and/or Cabo Delgado.
Experience in developing and implementing protection-centred programming and area-based approaches.
Knowledge of systemic barriers to durable solutions and rights-based approaches.
Understanding of cash and market systems, inclusive governance, and environmental mainstreaming.
Familiarity with humanitarian-development nexus and localization strategies.
Experience in engaging with government actors and development partners.
Experience with results-based management, donor reporting, and monitoring and evaluation frameworks.
Proven ability to operate under strict deadline and high level of discipline and professionalism.
