The incumbent works closely with the Security Leadership Team (SLT) Framework Liaison Officer, Area Security Advisors (ASAs)/Field Security Coordination Officers (FSCOs), and all Integrated Security Workforce (ISW) personnel to plan, coordinate, and deliver UNSMS-compliant security training across the country. ResponsibilitiesWithin delegated authority, the Security Training Officer will be responsible for the following duties: โ€ข Provides policy advice and technical guidance on security training in line with UNSMS policies and Afghanistanโ€™s high-threat context; designs and delivers induction, core, and specialist training (including SSAFE, IFAK, and ETB) across Kabul and field duty stations; conducts training needs assessments and develops capacity-building initiatives for UNDSS/ISW personnel, Security Focal Points, and SLT partners, ensuring alignment with SRM measures. โ€ข Administers certification assessments in compliance with UNSMS standards; evaluates training delivery and integrates lessons learned; oversees SLT training projects and prepares progress reports for UNDSS and ECHO oversight; supervises Training Unit staff to ensure quality control and the effective use of resources in support of the Saving Lives Together initiative. Other duties include: โ€ข Provides advice and support to the team leader in managing performance of joint venture trainers and partners who assist in delivery of security courses to ensure that training programmes are delivered in accordance with organizational standards and resources are used cost-effectively in accordance with the Learning and Development Strategy and rules and regulations. โ€ข Collaborates with other parts of UNDSS to ensure that cross cutting issues are incorporated into the design and development of training programmes, including outcomes of the workforce plan, HR strategy and Gender Strategy. โ€ข Coordinates with Department of Field Operations and the Training and Developing Section UN Security Management System Organizations security personnel to ensure the timely nomination and selection of training participants as well as joint venture trainers who may be assigned to deliver particular courses. โ€ข Monitors and evaluates training programmes to ensure learning, impact and quality control and that programmes achieve organizational impact and effectiveness. โ€ข Provides advice on security training programs and implementation to UNSMS managers, UN personnel and partners to share information and best practices to further enhance the impact of security training โ€ข Assesses training needs and designs, develops and delivers a suite of security training courses to meet the identified needs of UNSMS personnel, security personnel and/or managers with security responsibilities in accordance with the assigned workplan and related Implementation timelines. โ€ข Updates online databases to track course participants, performance and expenditure to enable timely reporting to senior management and partners, as requested. โ€ข Assists in preparing and maintaining comprehensive training documentation and data for the use of participants and stakeholders at agreed periods and, as requested, preparing inputs and reports for senior management and other stakeholders. โ€ข Performs other duties as assigned by the Chief of SIOC and or the PSA CompetenciesProfessionalism: Knowledge in the field of design, delivery and evaluation of training and learning, including knowledge of diverse delivery methodologies (e.g. online, blended and face-to-face delivery methods). Ability to coordinate and implement the team's resources in accordance with the training implementation plan. Proven ability to plan and organize work. Good drafting ability and communication skills, both oral and written. Proven ability as a trainer. Ability to identify issues, formulate opinions, make conclusions and recommendations. EducationAdvanced university degree (Master's degree or equivalent) in learning, security management, business or public administration, social sciences, education or related area is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A first level degree or diploma from a police or military education institution in combination with qualifying experience may be accepted in lieu of the advanced university degree. Job - Specific QualificationIMAS (International Mine Action Standards) Level 3 or higher certification from a recognized and accredited organization, demonstrating competence in explosive hazard awareness, risk mitigation strategies, and the delivery of related training in high-threat operational environments is required. Work ExperienceA minimum of five years of progressively responsible experience in learning and development, adult learning, training or a related area is required. At least one (1) year experience at the international level and in a conflict or a post conflict environment is required. Experience in training on contingency planning for international organizations in high risk field environments is desirable. Experience in delivering Hostile Environment Awareness Training (HEAT) within the INGO community is desirable. Experience in managing a Security Training Unit is desirable. Experience in Security Risk Management strategies is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For this job opening, English is required.
