  2. Office/Unit/Projectย Description

    This position is located in the UNDSS country office in Ankara, Tรผrkiye, locally administered by the UNDP and is financed by the Local Cost-Shared Security Budget. The SOC Associate is responsible for all aspects of the daily operations of the SOC, so it delivers reliable and consistent services to UNSMS personnel and security managers and the operational status of the Security Communications System.

    2. Scope ofย Work

    Under the overall guidance and supervision of the D/SA in Turkiye, the Security Operations Centre Associate will execute the duties and responsibilities outlined below:

    OPERATIONAL

    Coordinating the SOC assistantsย 

  3. Coordinates the shift system to ensure effective coverage hours as defined in SRMM taking into consideration coverage during absences of personnel or where additional support is required during an emergency.ย 
Ensures SOC assistants are trained and capable of delivering services at the expected level. Ensures regular refresher training is provided, as and when required. This must also include SOPs and training components related to supporting gender-based security incidents, initial actions and response to same, and handling of sensitive information cognizant of confidentiality requirements.ย  Monitors individual team membersโ€™ performance; provides guidance and instruction, as and when required.

Overseeing daily operationsย 

Coordinates the reception, transmission and relay of security and safety messages and information on behalf of the Designated Official (DO)/Area Security Coordinator (ASC)/ Senior Security Personnel, as applicable, via all identified means of communication to personnel.ย  Oversees the monitoring of the movement of field missions, in accordance with the identified measures from the security risk management (SRM) process and appropriate local standard operating procedures (SOPs).ย  Ensures all incoming/outgoing information messages to concerned UN personnel/entities are registered, timely distributed and logged appropriately.ย  Coordinates the undertaking of personnel headcount and communications checks in accordance with instructions from the DO/ASC/D/SA, as applicable, or an established SOP in a timely and accurate manner.ย  Conducts SCS (UHF, Sat phones, eTA app, other SCS equipment) training to UN Personnel in Turkiye.

Monitoring the use of the SCSย 

Monitors the SCS and ensures it is used according to established SOPs; reports non-compliance in the usage of the SCS to the D/SA.ย  Coordinates and guides SOC personnel on appropriate use of the SCS.ย 

Sharing informationย 

Monitors and tracks the notifications of security and safety incidents and escalates these via the appropriate channels for follow-up and support.ย  Ensures that SOC personnel provide appropriate timely support to the UNSMS personnel involved in security or safety incidents: alert the response and support functions through defined channels, provide appropriate feedback and input to personnel involved in incidents, maintain the communication link to personnel, act in an overall supportive role; monitors records of all information and communications related to incidents.ย  Ensures that the SOC notifies the respective UNSMS organization security focal point when their personnel are involved in a security or safety incident.ย 

Monitoring the SCS statusย 

Verifies the operational status of the SCS to ensure that personnel can use or access the SCS and that the SCS is working properly; report any anomalies to the appropriate authority for further action or guidance.ย  Ensures proper use of the equipment and reports any misuse by any personnel to the appropriate authority. This includes monitoring the use of all telephony and other third party โ€œpaidโ€ services as required.ย  Responsible for daily routine service checks of all equipment maintained by the SOC and logging the serviceability status; reports any problem observed to the appropriate authority and notifies affected users in a timely manner.ย  Ensures that a preventive maintenance plan for the SOC is in place and oversees its implementation; verifies that maintenance and repair work is implemented as planned and according to standards.ย

Technical

Installs and programs telecommunications equipment (radios, sat phones and other SCS terminals) and maintains UHF systems and equipment. Ensures smooth operation of established UN SCS network. Provides support services for various technology products, including desktops, laptops, printers, scanners, fax machines, mobile phones, internet connectivity, data backup, software installation, and any other required IT support.

ADMINISTRATIVE

Managing informationย 

Maintains, with an appropriate level of confidentiality and accuracy, in accordance with UN information management policies and established SOPs for personnel, the staff list of all UNSMS personnel and their eligible dependents, and the contact details of vehicles, premises and assets.ย  Manages the staff list and the list of UNSMS premises. Ensures that a current UN warden list is provided to the SOC.ย  Ensures that actions and communications undertaken to support security or safety incidents, or any other critical communications, are recorded and logged.ย  Supervises the preparation and submission of daily reports, as directed by D/SA.ย  Manages the incident tracking database. Conducts GIS mapping of UNSMS premises within Turkiye. Liaises with Relevant Turkish Communication authorities. Manages the UN ID System.

Monitoring the proceduresย 

Reviews SOC SOPs, as appropriate.ย  Trains and informs SOC personnel on the latest version of the SOC SOP.ย  Monitors the adequate implementation of the SOPs by SOC personnel.ย 

Other

Performs other duties, as directed by the D/SA.

5. Minimum Qualifications of the Successfulย NPSA

ย 

Min. Education requirements

High school diploma or equivalent is required. A university degree in Telecommunication Engineering/ICT/IT/Electronics is desirable. In lieu of a formal degree, recognized relevant training and experience within the field of operational communications or dispatching can be considered as an alternative.ย  Min. years of relevant work experience A minimum of 6 years (with high school diploma) or 3 years (with bachelorโ€™s degree) of experience supervising small and medium-sized teams is required, including developing workplans based on corporate requirements, overseeing implementation, and providing feedback on performance for individual team members.ย  ย  6 years of experience in the field of Telecommunication, ICT, Electronics, preferably in any international organization. Prior working experience within the UN system, an international organization or an international NGO is desirable. Experience in the use of data analysis or business intelligence tools is desirable. Required skills Good knowledge of Security Communications System equipment; Trouble shooting of UHF radio system Solid computer skills and experience in information management/processing.ย  Good understanding MS Office Suite, Power BI and other computer based, web and smartphone applications. Possession of a valid driver's license for Tรผrkiye and solid driving skills are required.
