Security Operations Centre is a shared resource, which is established based on a need identified through the Security Risk Management (SRM) process. The purpose of a SOC is to monitor, facilitate, and coordinate the data and voice communications and applications using the SCS, within one or more operational areas they are covering, to support the safety and security of the United Nations Security Management System (UNSMS) personnel, premises, assets and operations established in terms of the United Nations Security Operations Manual (SMOM Chapter XVII).
Position Purposeย
Under the overall supervision of the most senior security professional in the operational area, the SOC Assistant is responsible for supporting the UNSMS with the daily operations of the Security Communications System (SCS).ย The SOC Assistant monitors, facilitates and coordinates the communications of data and voice messages using the SCS within the operational area.
Duties and Responsibilities
Under the overall responsibility of the UNDSS Security Advisor, Security Operations Center Assistant will serve UNDSS in the following:
1.ย Provides operational support to ensure safety and security for UN staff, premises and assets:
Using the SCS, monitor the movement of field missions, as defined by the Security Risk Management (SRM) process and appropriate local standard operating procedures (SOPs); Based on the local SOPs facilitates the provision of immediate support to the UNSMS and NGO personnel involved in security or safety incidents alerts the response and support functions through the appropriate and defined channels, gives the necessary feedback and input to the personnel involved in the incidents, maintains the communication link to personnel, acts in an overall supportive role. Records all information and communications related to these incidents. Notifies the respective UNSMS organization, NGO, and IGO Security Focal Points when their personnel are involved in a security or safety incident;ย Monitors the usage of the SCS and ensures it is used according to established SOPs; guides personnel on appropriate behavior when using the SCS;ย Verifies the operational status of the SCS to ensure that personnel can use or access the SCS and that the SCS is functioning properly;ย Report any anomalies to the appropriate authority for further action or guidance. Undertakes personnel headcount under instructions from the Designated Official /Chief Security Adviser, or an established SOP in a timely and accurate manner.2.ย Delivers administrative support to ensure the safety and security of UN personnel, premises, and assets:ย
Maintains the contact and residence details of all UNSMS personnel and their eligible dependents (and if applicable contact details of NGOs and implementing partners), and the contact details of premises and vehicles;ย Maintains the UN warden lists; Maintains the contact details of the response team emergency services and support structures of the host government, local authorities, and contracted private security companies; directs personnel to the nearest one during times of security or safety incidents;ย Prepares and submits reports, as directed by the most senior security professional.3.ย Assists the FSA, R/FSCO, and CSA in collecting, updating, and communicating information regarding the security situation in the AoR:
Helps to assess the security situation at the duty station and ensures adequate gathering and verification of security information that may be required for a proper analysis of the situation by the FSA; Maintains critical communication and coordination list; Manages and updates warden systems contact list and communication trees; Maintains records and logs of actions and communications undertaken to support security or safety incidents or any other critical communications; Receives, transmits, or relays security and safety messages and information on behalf of the Designated Official/Chief Security Adviser via all identified means of communication to personnel.The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Education:
Secondary education is required. University degree (bachelorโs) in Military Studies, Security Management, Management or a relevant field will be given due consideration, but it is not a requirement. A specialized training in Signal Instructions, Secretariat Training, Office Management or Managing Security Communication Centers or related field is desired.ย ยExperience:
Minimum four years (High school diploma) or one year (with bachelorโs degree) of relevant experience in private security, military, police, emergency response, isย required atย theย national or international level; Previous experience in information management with private security or army or police or National Security Service SOC, Transnational Organized Crime (TOC), and as a Joint Operations Center Officer (JOCO) is desirable;ย Good understanding of computer-based tools such as MS. Office Suite and other computer, web, and smartphone applications is required; Experience with VHF radio programming and operation, satellite, and web-based communications is desirable; Prior working experience within the UN system, an international NGO, or another international organization is desirable.Language requirements:
