GIZ International Services is shortlisted the EU-funded tender: โTechnical Assistance to the EU for a Secure Ghanaโ Programme in Ghana.
The overall objective to which this action contributes is: security, conflict prevention, and the fight against violent extremism, terrorism, and transnational organised crime in Ghana.
The specific objectives of this contract are as follows:
Specific Objective (Outcome) 1: Enhance Ghanaโs integrated capacity to counter violent extremism and terrorism from a human rights perspective. Specific Objective (Outcome) 2: Strengthen Ghanaโs capacity to counter transnational organised crime, including firearms trafficking, and enhance relevant peacebuilding and violence prevention mechanisms and structures across national and traditional authorities, civil society organizations (CSOs), including womenโs organizations, forcibly displaced populations, and their host communities. Specific Objective (Outcome) 3: Ensure the efficient and effective coordination and implementation of the โEU for a Secure Ghanaโ Programme.Your tasks
KE2/Security Expert will provide technical support to the Team Leader and the project on all the tasks related to project implementation. S/he will work closely with Ghanaian institutions and other stakeholders to implement activities related to the assignment, including coordination related activities. Based in Accra for the entire implementation period, her/his role will include field-level assessments, providing actionable recommendations, and ensuring that project activities align with local needs and international standards. KE2 will also contribute to knowledge-sharing initiatives by developing reports and analytical products, supporting the monitoring and evaluation of project outcomes. S/he will also draft, as required by the EUD, reports and analyses in the areas of work of โEU for a Secure Ghanaโ and directly deliver training and/or strategic advice to beneficiaries, as needed.
Your profile
Qualification and skills
At least a Masterโs Degree or equivalent professional experience in fields relevant to this assignment, such as Political Science, International Relations, Peace & Security Studies, or Law. If the expert does not have a Master's Degree in a relevant field, she/he must have at least a Bachelor's degree in the above-mentioned fields combined with 2 years of relevant professional experience in addition to the professional experience required below Proficiency in English (spoken and written) at C1 level under the Common European Framework of Reference for Languages (CERF) and excellent command of at least one local language spoken in Ghana.
General Professional experience
A minimum of 10 years of experience supporting security agenciesโ capacity to counter violent extremism and terrorism.
Specific professional experience
Proven experience enhancing inter-agency and donor coordination; Experience working with and/or providing technical assistance support to Ghanaian security agencies; Proven experience in providing training and/or capacity building aimed at countering violent extremism and terrorism; Professional experience related to transnational organised crime and small arms trafficking would be an asset
Location information
The contract will be implemented:
On the place of performance with the following location: Accra (Ghana).
The following missions are foreseen: field missions to other locations in Ghana, with a particular focus on Ghanaโs Northern Regions, to be agreed with the Contracting authority on the basis of the needs of the contract.
Start date & period of implementation
The intended start date is 1 February 2026 and the period of implementation of the contract will be 48 months from this date. (for a minimum of 880 days).
