Org. Setting and ReportingThe temporary position is located within the United Nations Support Office in Haiti (UNSOH). Pursuant to Security Council resolution 2793 (2025), UNSOH has been mandated to provide support; primarily to the Gang Suppression Force (GSF), the United Nations Integrated Office in Haiti (BINUH), the Haitian National Police (HNP), and the Haitian Armed Forces in the context of any joint operations with the GSF. Additionally, UNSOH is tasked with delivering technical assistance to the Organization of American States (OAS). The incumbent serves as a member of the United Nations Security Management Team. S/he will participate in the development of the Security Plans to preserve the safety and security of all UN personnel, assets and operations in the field mission. The temporary position is based in Port-au-Prince and is located with the Safety and Security Section at the Security Information and Operations Center (SIOC). The incumbent will report to the Chief Security Adviser and/or his delegate. ResponsibilitiesWithin delegated authority, the Security Coordination Officer (SIOC) Analyst, P-3, will be responsible for the following duties: โข Collect, clean, validate, and structure daily security and contextual incident data from multiple internal and external sources. โข Maintain and administer the SIOC databases, ensuring accuracy, integrity, version control, and secure access. โข Oversee metadata standards, naming conventions, and data governance policies for the Unit. โข Conduct quantitative trend analysis and qualitative context analysis to support UNDSS Security Risk Management (SRM), Daily/Weekly Security Reports, flash updates, and strategic assessments. โข Identify patterns, hotspots, correlations, and emerging risks impacting UN operations. โข Produce analytical briefs, factsheets, evidence-based insights, and scenario-building products for the CSA, SMT, ASMT, and UNCT. โข Draft and produce high-quality analytical reports, including Daily Security Reports (DSR), Weekly Security Reports (WSR), incident summaries, flash updates, hotspot analyses, and thematic briefs for different audiences. โข Synthesize large datasets into clear written narratives and visual outputs. GIS Mapping & Spatial Analysis โข Produce high-quality GIS maps, layers, and geospatial analyses (ArcGIS Pro/QGIS) to support operational planning, convoy movements, access assessments, and SRM products. โข Maintain an updated geodatabase of incidents, UN assets, movements, access constraints, and OCG Group dynamics. โข Develop maps for internal use. Dashboard Development & Data Visualization โข Design, update, and manage SICU Power BI dashboards for incident trends, geographic patterns, mobility constraints, and operational impacts. โข Integrate multiple data sources to produce dynamic and user-friendly visual products for decision-makers. โข Ensure dashboards follow UNDSS visual standards, confidentiality requirements, and operational needs. Support to UNDSS Operations & Strategic Decision-Making โข Provide ad-hoc mapping and data analysis to support security reports, advisories, evacuation planning, access negotiations. โข Contribute to the CSA's briefing notes, reports to HQ, SMT presentations, and Security Advisories. โข Ensure that lessons learned, best practices, and gender-related considerations are integrated into all analytical products. Humanitarian Access & Negotiations โข Active member of the Humanitarian Access Working Group, supporting collective efforts to improve access and negotiate safe and sustained humanitarian operations. โข Contribute to the development of access strategies, frameworks, and analytical products to inform operational and policy-level engagement. โข Provide regular briefings and security trend analysis to the Humanitarian Country Team (HCT) to support evidence-based decision-making and prioritization of humanitarian response. EducationAdvanced university degree (Masterโs or equivalent) in Business Administration, Geography, Geomatics, Data Science, Information Management, Statistics, Security Studies, Social Sciences with quantitative methods, or a related field. A first-level university degree in combination with two additional years of qualifying experience in military, police or security management may be accepted in lieu of the advanced university degree is required. Job - Specific QualificationCertificate in Complex Humanitarian Access Negotiations is required es CIMCOORD Work ExperienceA minimum of five (5) years of progressively responsible experience in applied analytics, GIS, information management, data science, or security/context analysis is required. Experience managing and analyzing large quantitative and qualitative datasets, including cleaning, visualization, and trend identification, is required. Demonstrated experience using Power BI, QGIS/ArcGIS, and other data visualization or geospatial tools, is required. At least 3 years of experience in a complex and post conflict environment and at least two years experience and exposure at the international level is required. Proven experience producing analytical reports, including daily/weekly incident reports, strategic assessments, GIS-based visual products, dashboards, and evidence-based security, humanitarian, or political analysis, is required Proven experience in humanitarian access analysis and negotiation support is required LanguagesEnglish and French are the working languages of the United Nations Secretariat.
