The Security Coordination Officer (Crisis Management Project) will report through the Deputy Director to the Director of the Division. ResponsibilitiesUnder the direct supervision of the Deputy Director of the Division of Field Operations, and the overall guidance of the Director, the Security Coordination Officer (SCO) will perform the following duties: โข Updates, further develops and conducts the Divisionโs crisis management training modules dedicated to Designated Officials for Security in support of the Division's strategic framework for implementing the subprogramme on strengthening safety and security arrangements by updating security and safety modalities and operating procedures, and developing crisis-management response plans, capabilities and procedures. The scope of the crisis management encompasses the entities and actors of the United Nations Security Management System (UNSMS) and other partners under the Saving Lives Together (SLT) framework. Efforts will focus on enforcing the accountability of the actors within the mechanism of the framework of accountability and modules will provide senior UN Officials with the requisite knowledge and skills to discharge their function as Designated Officials for Security. โข Updates and further develops methodology, frameworks and modules comprising: Evacuation/Relocation of UNSMS personnel and family members; well-being and duty of care for locally recruited personnel and their families (in case of evacuation of international personnel); Procedures for the return after evacuation/relocation, e.g. humanitarian surge, operating under international military conflict conditions โ e.g. de-confliction and military-civilian coordination; Protection and physical security of UNSMS premises - terrorism and public unrest scenarios; Management of mass casualty incidents; Hostage incident management; Determination of UNSMS presence/footprint/personnel; Application of alternate work modalities; Determination of acceptable risk; Application of programme criticality. โข Coordinates resource personnel that includes specialists and experts on specific elements of crisis situations, including medical service, disaster response, emergency humanitarian operations, field communications, hostage incident management, implementing partners under the Saving Lives Together (SLT) framework and administration. โข Monitors, researches and assesses all factors, elements and crisis situations recently faced by the UNSMS as part of a small team dedicated to the Crisis Management Training for Designated Officials; Facilitates engagement with stakeholders through a bi-directional flow of information; Defines quality standards, procedures and techniques; Provides periodic information, progress and project reports to the Divisionโs Director and Deputy Director; Provides feedback from resources personnel and Designated Officials; Oversees the coordination and administration of all aspects of the crisis management training programme including planning, organizing, leading and directing programme activities in reliance to the UNSMS security policies; Prepares and develops project reports; Makes recommendations to the Divisionโs Director and Deputy Director on possible course of action and appropriate response as required. โข Provides expert guidance and leadership to achieve the Division's objective on Crisis Management; Coordinates and conducts consultations with all organizations of the UNSMS; Establishes contacts and conducts regular dialogue with Principal/Chief/Security Advisers (P/C/SAs), analyzing accumulated information and maintains a continuous picture of evolving global incidents affecting the security of UN personnel and dependents; Collects data inputs; Creates and delivers crisis management training modules, exercise programmes and testing; Evaluates and updates processes as needed aligning to best practice, standards and existing policies; Designs and executes improvement programme to build a continuity capability. โข Supervises conference management and coordination, including for crisis management training and hostage incident management training. โข Performs other related duties as required. EducationAdvanced university degree (Master's degree or equivalent degree) in Disaster or Emergency Management, Risk Management, Political Science, Military Science, Public Administration, Law Enforcement, Law or related area is required. A first-level university degree, in combination with an additional two years of qualifying experience, may be accepted in lieu of the advanced university degree. Work ExperienceA minimum of seven (7) years of progressively responsible experience in security, risk or disaster management in the public or private service areas, such as national security, military or police, or in a corporate environment is required Senior command or management experience in the public or private or corporate sector is required. A minimum of 2 years international field experience in peacekeeping, security management system or similar International Organizations within security or related area is required. Experience in developing and facilitating training programmes, including scenario-based simulations, in the security area is desirable. Experience in crisis management is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For this post, fluency in English is required. Knowledge of another UN official language is desirable.
