    Organizational Setting and Reporting Relationship

    While the position of Safeguards Officer resides with the Private Sector/Pacific Operations Services (OSPP) within the Office of Safeguards (OSFG), you will be employed locally and assigned to Solomon Islands Pacific Country Office (SOL PLCO) within the Pacific Department (PARD) based at our office in Honiara, Solomon Islands.

    You will report to designated International Staff and Senior Officer as applicable.

    Your Role

    As a Safeguards Officer, you will support project processing and the administration of safeguards implementation for ADB funded projects and technical assistance in Solomon Islands and other Pacific countries. This includes supporting clients to meet ADB's safeguards policy requirements and working with a broad range of partners to strengthen the country's safeguards systems.

    You will:

  • Review projects for safeguard risks and assesses and reports on the effectiveness of SPS requirements including: (i) integration of main safeguard requirements in loan or grant covenants and project agreements; (ii) strengthening of country safeguard systems and progress in achieving national safeguards compliance; and (iii) implementation of environmental management plans, resettlement plans, communications and consultation plans and grievance redress mechanisms.
Review and comment on coverage of safeguards aspects in progress reports and semi-annual monitoring reports submitted by the implementing agency; ensure that cleared reports are uploaded on ADBs website in compliance with Safeguards Policy Statement (2009) and Public Communications Policy 2011 requirements. Coordinate with other ADB safeguards specialists and analysts, maintain a database of status of safeguards compliance; and work on relevant safeguard aspects such as SPS monitoring, reporting, capacity building and strengthening country safeguard systems. Monitor ongoing assessment of implementation capacity of design and management of consultants, implementing agency and the regulatory agencies. Liaise and engage with clients and other partners on policy dialogue on safeguards aspects, including safeguards compliance status for projects under implementation. Provide safeguards implementation support, for projects under processing/preparation and administration. Conduct capacity building and support development partner coordination in preparation for Country Operations and Business Plans. Support Country Performance Assessment reviews and updating of narratives, ratings and subsequent policy dialogue with focus on policies for social and environmental policies that strengthen country safeguard systems. Provide support to the Pacific Approach (Regional Cooperation Strategy) through technical assistance implementation in knowledge management, capacity building and development partner coordination. Provide support and participate,, in meetings of the Pacific Regional Infrastructure Facility Environmental and Social Safeguards Working Group. Provide technical support to ADB's ongoing involvement on environmental management, social inclusion and climate change. Help conduct sector and thematic work on environment and social sectors, working with regional partners, and facilitates and maintains safeguards partnerships with regional institutions and donors. Help prepare policy briefs and knowledge products in environmental and social safeguards; Contribute to activities for advocacy, distribution and knowledge building for SPSO sub-region.

Qualifications

You will need:

Bachelor's Degree in environmental science, environmental planning, applied social science, or other related fields; preferably with Master's degree or advanced training. At least 8 years of relevant professional experience in the Pacific region with safeguards work, or a related area; at least 5 years of work experience in projects with ADB or other development sector institutions. Demonstrated ability to communicate effectively both verbally and in writing in English and written communication skills in English. Experience working in development in Pacific island countries, coordinating and working in diverse teams Familiarity with Pacific countries and institutions. Additional Information

This opening is a local staff position. It is open only to nationals and residents of Solomon Islands.

This is a fixed term appointment with option to renew for an initial period of three (3) years following Section 3.1 (b) of Administrative Order No. 2.01 (\"Recruitment and Appointment'). This appointment is not convertible to a regular appointment. At the end of the initial period, this appointment may be renewed for a period of up to three years, or not renewed. There is no limit on the number of renewals. This appointment is open to internal and external applicants.
