ORGANIZATIONAL OVERVIEW
FHI 360 is a nonprofit human development organization dedicated to improving lives in lasting ways by advancing integrated, locally driven solutions. FHI 360โs Crisis Response team has been responding to the humanitarian emergency in Northern Ethiopia through an integrated health, nutrition, WASH, and Protection project to meet the critical needs of the conflict-affected population. FHI 360 aims to expand its reach to the Somali Region in Eastern Ethiopia to meet the immediate needs of the drought-affected population and will be implementing integrated humanitarian programming with the Ethiopia-based national organization, Pastoralist Concern (PC).
POSITION OVERVIEW
Lead and implement logistics and supply chain strategies across multiple field offices, ensuring alignment with FHI360 standards, donor requirements, and humanitarian best practices. This role ensures that procurement, fleet, warehouse, and security operations are effective, efficient, and compliantโenabling timely and quality support to program implementation.
Key Responsibilities
1. Procurement & Supply Chain Management
- Develop and oversee the missionโs supply strategy in coordination with the country leadership team, ensuring relevance to operational needs and context.
- Prepare and manage regional procurement plans to ensure timely delivery of goods and services within budget and in compliance with donor and FHI360 guidelines.
- Maintain and update a vetted supplier database for medical and non-medical items, ensuring quality standards and competitive pricing.
- Validate proposed suppliers, transport providers, and other third parties in coordination with technical teams.
- Ensure all procurement processes are transparent, well-documented, and aligned with anti-fraud measures.
- Track deliveries, resolve delays, and ensure appropriate storage and distribution to avoid shortages or wastage.
2. Fleet & Transport Management
- Oversee the regional vehicle fleet, including scheduling, preventive maintenance, registration, insurance, and fuel usage monitoring.
- Coordinate transport of staff and supplies within and across field offices.
- Consolidate and manage vehicle requests and movement plans to maximize efficiency.
3. Security & Risk Management
- Collaborate with the Country Office Security Manager and Field Office Security Officers to update security plans, movement protocols, and risk mitigation measures.
- Monitor and report on security incidents affecting logistics operations, ensuring timely response and adaptation of procedures.
4. Team Leadership & Capacity Building
- Ensure effective HR management of logistics teams, including recruitment, onboarding, training, performance management, and staff development.
- Build staff capacity in procurement, inventory management, fleet operations, and compliance procedures.
5. Reporting & Compliance
- Produce regular logistics reports (weekly, monthly) covering procurement, fleet, stock, and asset management.
- Support donor reporting with accurate logistics data and compliance documentation.
- Conduct periodic internal supply chain audits and follow up on corrective actions.
6. Warehouse & Inventory Management
- Oversee warehouse operations, ensuring proper storage conditions, security, and accurate inventory tracking.
- Conduct regular physical stock counts and spot checks at field offices.
- Implement stock management practices to prevent losses, expiries, or stockouts.
7. Coordination & Field Support
- Represent logistics interests in coordination meetings with partners, clusters, and relevant stakeholders.
- Conduct regular field visits to provide on-site technical support and oversight to logistics and program teams.
Minimum Requirements
- Education: Bachelorโs degree (or equivalent) in Supply Chain Management, Logistics, Business Administration, Economics, Accounting & Finance, or Engineering.
- Experience: Minimum 6+ years of progressive humanitarian logistics and management experience, preferably in emergency contexts.
- Skills & Knowledge:
- Strong computer skills (Word, Excel, Internet).
- Strategic planning and operational leadership.
- Supplier management and contract negotiation.
- Languages:
- English (fluent, required).
- Local language relevant to duty station:
- Tigrigna โ Tigray Region
- Competencies: Leadership, people management, teamwork, adaptability, and problem-solving.
