Organizational Context and Scope

Under the direct supervision of the Program Deputy Chief of Party (DCoP) and the overall supervision of the Chief of Party, the Resources Management Officer will be responsible and accountable for managing the budgetary, financial, human resources and administrative functions for the Reception & Reintegration Project for Returnees (RRP) in Guatemala, funded by the State Department due the transition from the United States Agency for International Development (USAID), as well as provide on-going support to the sub-offices or project implementation at the municipal level.ย 

Assist the CoP/PM and the DCoP in the management of administrative, human resources, financial, and budgetary aspects of the program, in close coordination with the Mission SRMO.Monitor the financial status of SSI project activities and regularly report on it to the COP, DCoP, the donor, and other stakeholders. Evaluate regular financial reports and take action to resolve anomalies. In coordination with the Mission SRMO, advise the CoP/PM, DCoP and the CoM on unusual trends.Prepare/revise budgets and PRISM project structures for the project. Analyse variances between budgeted and actual expenditures and review and consolidate budgets and narrative reports for the SSI prior to submission to donors and other stakeholders. Work with CoP and DCoP in the preparation and modification of budgets, when applicable.Assist in monitoring and overseeing the financial management for all program activities including the oversight of financial expenditures and accountability. Oversee the preparation of monthly accounting statements and supporting document for dispatch to the Regional Office. Supervise the preparation of funding requests and ensure that all supporting documentation for mission payment requests is in order.Ensure the preparation of donor interim and quarterly financial reports and pipelines in accordance with IOM regulations and established procedures, in close coordination with the Mission SRMO.Oversee and supervise the smooth functioning of the programโ€™s support staff, including, compliance with IOM general instructions in the areas of administration, finance, logistics/procurement, HR and security; verification and certification of service providersโ€™, vendorsโ€™, contractorsโ€™ and granteesโ€™ invoices and progress certificates, and financial reports. Ensure that the programโ€™s purchases and sub-grants are recorded in PRISM in a timely manner.Review agreements and contracts with various service providers, suppliers, contractors, grantees, and partners, in coordination with the Mission SRMO, Global Procurement & Supply chain Unit (GPSU), and IOMโ€™s Legal Department.Assist the CoP/PM and the DCoP in managing the human resources function and implement and make recommendations on recruitment, retention, SES implementation, promotion, and separation of local program staff in accordance with HR regulations, rules, policies and procedures and help to resolve difficult or sensitive cases.Review existing systems and procedures and, if necessary, recommend possible improvements to strengthen internal monitoring, evaluation and control systems and improve efficiency and effectiveness. Train program staff on IOMโ€™s administrative and HR policies and procedures, in coordination with the DCoP.Coordinate with the Grants Manager and with Mission SRMO on the reconciliation exercise of all grants expenditure between the Database and WAVE on a monthly basis. Track possible discrepancies and undertake the required corrections in WAVE to facilitate the reconciliation of the expenditures.Closely collaborate with Mission SRMO colleague(s) to ensure seamless coverage of the resources management function for the general office functions.Perform such other duties as may be assigned.

Required Qualifications and Experience

Education

Masterโ€™s degree in Finance, Accounting, Business Administration,ย Management, Logistics, Procurement or a related field from anย accredited academic institution with five years of relevant professionalย experience; orUniversity degree in the above fields with seven years of relevantย professional experience.Professional certification as chartered accountant (CA) or certified public accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) will be a distinct advantage.

Experience

Progressive experience in financial management, accounting and budgeting;ย Experience with internal control assessment, internal audit and or external audit;Experience working with international institutions, and knowledge of IPSAS and SAP highly desirable; and,Experience managing staff from diverse environments and backgrounds and in UNDSS phased security areas.ย 

Skills

Thorough knowledge of the United Nations Department of Safety and Security (UNDSS) protocols and experience working in a Phase III or above security environment;Knowledge of IOM accounting systems, software and procedures a distinct advantage; and,Knowledge of IOMโ€™s regulations, policies and procedures.

Languages

IOMโ€™s official languages are English, French, and Spanish.ย 

For this position, fluency in English and Spanish is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, Russian, and French) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
