The Fiscal Affairs Department (FAD) of the International Monetary Fund (IMF) is seeking a qualified candidate to fill a Tax Policy (TP) resident advisor position to support Ukraineโs reform agenda. The appointment will be for one year, with the possibility of an extension for another year if performance is assessed positively and there is a continued need of technical assistance support in the field. In the first year of this assignment, the resident advisor will be located in Vienna, Austria, with the need to conduct regular work visits to Kyiv, security conditions permitting. Thereafter, and if the security situation improves and the Fund decides to resume operations in Kyiv, consistent with IMF policies on field positions, the resident expert will be asked to relocate to Kyiv. This position is funded by the IMF Ukraine Capacity Development Fund.
FAD is already assisting the authorities with the design, management, and implementation of the Ukraine National Revenue Strategy until 2030 (NRS), which includes a tax policy component. The advisor will support the authorities in implementing tax reform in line with the NRS, addressing a wide range of tax policy issues according to international good practices and regional standards, while considering the local context.
Specifically, the advisorโs responsibilities, in support of the UCDF program, will include:
Supporting the implementation of the NRS covering a broad range of domestic and international tax policy issues relating to all major taxes including personal and corporate income taxes, and value added and excise taxes.
Supporting the development of tax expenditure analyses focusing mainly on quantitative assessment; contributing to Ukraineโs evolving tax policy reform agenda, while aligning with the requirements for European Union accession.
Coordinating with the State Tax Service, National Bank, Statistical Office to facilitate data sharing for policy analysis and decision making.
The Tax Policy Advisor will work closely with FADโs Revenue Administration Advisors who support the State Tax Service and the State Customs Service. The Advisor will also liaise regularly and work closely with the IMFโs Resident Representative office in Kyiv, and the Ukraine CD Coordinator, as well as with IMF headquarters, particularly the IMFโs Ukraine Team, the FAD, and other Fund resident experts. The Advisor will also work closely with other development partners, and other stakeholders in coordination with the Resident
Representative office in Kyiv, and the Ukraine CD Coordinator to coordinate CD support.
Qualifications
The technical skills and qualifications required for the position include extensive knowledge and experience in a senior management role within tax policy design, with expertise in the following areas:
At least four years of relevant professional experience, and a proven track record in managing technical assistance projects in challenging environments. Preference will be given to applicants with at least 10 years of relevant experience.
A university degree or equivalent qualification (at least at masterโs level), preferably in economics and/or tax law, accounting; strong oral and written communication skills.
Excellent interpersonal skills and the ability to work as part of a team, maintain effective and cooperative relations with national authorities as well as donors, and handle sensitive issues with discretion in a multicultural environment.
While not a requirement, experience in providing capacity development to fragile and conflict-affected states is considered an advantage.
Experience in quantitative analysis of taxpayer microdata using software packages such as Stata, R, Python or similar is also considered an advantage.
