Resident Revenue Administration Advisor based in Tajikistan

The International Monetary Fund (IMF) is seeking to fill a resident revenue administration advisor (RRAA) position located in Dushanbe, Tajikistan. Reporting to the Fiscal Affairs Department (FAD) at IMF headquarters, the advisor will work with the Tajik Ministry of Finance (MOF) and each of the revenue administrations (Tax Committee and Customs Service) to support the practical implementation of the Medium-Term State Revenue Program (MTSRP). The IMFโ€™s Caucasus, Central Asia, and Mongolia Regional Capacity Development Center (CCAMTAC) also supports the authorities with their reform initiatives.

The RRAA will deliver and help coordinate the IMFโ€™s revenue administration capacity development (CD) locally including liaising with the IMF headquarters; and supporting the FAD project manager with reviewing CD needs, preparing CD workplans, managing and delivering the CD workplan including short-term expert assignments. On a strategic level, the advisor will, in consultation with FAD and the Tajik Authorities, coordinate the assistance provided by FAD with that of other donors that are assisting with the MTSRP implementation.

Specifically, the advisorโ€™s responsibilities will be to: (1) advise the MOF and above mentioned revenue administrations, with focus on tax administration, on project management methodologies and techniques, including project planning, budgeting, and reporting consistent with international good practices and local circumstances; (2) assist with the development and implementation of the master MTSRP implementation plan and related operational implementation action plans; (3) provide counsel to MOF and revenue administration senior management and staff on strategic, technical, and operational issues relevant to the design, development, implementation, and monitoring of the MTSRP reforms and projects; (4) assist with the identification of timely and effective mitigation strategies for the resolution of issues; (5) support internal and external engagement activities in an advisory capacity and assist with the production of communication products; (6) coordinate FADโ€™s CD on revenue administration at the local level including coordinating project activities with the MOF and key donors and periodically briefing the FAD and the IMF countryโ€™s mission chief on progress; work in close collaboration with CCAMTAC advisor supporting the MTSRP implementation; (7) organize and support, in accordance with applicable Fund policies and procedures, FAD external short-term expert assignments; (8) support the FAD project manager with reviewing CD needs and preparing annual CD workplans covering the priority areas, timing, and sequence of CD activities in collaboration with the MOF and revenue administrations; (9) support the management and delivery of the CD workplans for the revenue administrations and the training program according to the agreed budget and integrated with FADโ€™s other revenue CD work in the Caucasus and Central Asia (CCA) region, including the CD provided by CCAMTAC, and (10) assist with the development of effective performance monitoring management systems.
