JOB CONTEXT:
HI was first present in Ukraine between 2015 and 2017, with activities in Donetsk, Dnipro, and Luhansk. Its response focused on providing rehabilitation services for vulnerable populations, including direct care at home level and in primary health care centers, as well as capacity building for health and social structures\u2014both accompanied by the provision of assistive devices. In addition, between October 2015 and February 2016, with the support of UNICEF, HI provided Explosive Ordnance Risk Education (EORE) to people living along the contact line. HI ended its actions in Ukraine in 2017.
In February 2022, when a large-scale military conflict resurged between Ukraine and Russia, HI deployed its emergency response team throughout Ukraine as well as in Moldova where many displaced people fled to safety. Following humanitarian needs, security and administrative assessments, from March to June 2022, operational offices were opened in various Ukraine oblasts (namely Chernivetska, Lvivska, Vinnytska, and Dnipropetrovska). A multi-sectoral emergency response was provided to address the immediate needs of the vulnerable conflict-affected population. As of June 2025, HI has active bases in the Oblasts of Dnipro, Kharkiv and Mykolaiv and a coordination office in Kyiv.
ย HI\u2019s response comprises the following sectors:ย
Armed Violence Reduction through explosive ordnance risk education (EORE) to reduce the risk of injury by raising awareness and promoting behavioral change; Victim Assistance (VA) through broad and specific efforts to address the needs and rights of victims and Non-Technical Surveys to contribute to land release. Comprehensive Health through mobile teams and in hospitals to provide physical and functional rehabilitation as well as mental health and psychosocial support. Protection services to identify and assess the needs of the most vulnerable, and to support them with referrals to professionals, specific/tailored information and awareness on protection issues. Inclusive humanitarian action through trainings and awareness among the humanitarian community to protect and ensure the meaningful participation of persons with disabilities.
HI Ukraine Program:
Volume: 8 M\u20ac/year \u2013 150 + staff Donors: BHA, GFFO, SDC Partners: Relevant Ministries, local organizations, hospitals, local authorities, etc.ย Ukraine\u2019s Program is a 3-years old program. One of the current goals is to stabilize the structure and operational strategy while increasing our capacity to implement activities in the country with a priority to the East and Southeast parts of Ukraine which are the most affected by the conflict.ย
YOUR MISSION:
Reporting to the Rehabilitation specialist, you contribute to the implementation of Humanity & Inclusion's mandate and 10-year strategy. You contribute to the implementation of projects by providing technical expertise and ensuring that the quality and impact of the project is optimized. You work closely with the rehabilitation specialist and the program\u2019s technical team. You are responsible for support and advice of a national rehabilitation officer and 8 physical therapists so that they properly achieve their technical activities.
Mission 1: Providing guidance and technical support to projects in accordance with the overall technical frameworks and standards within the rehabilitation sector.
Providing appropriate rehabilitation technical and pedagogical guidance and support to project manager and field staff Ensuring that the project activities are implemented according to internal quality and technical standards and proposes adjustments or improvements if necessary. Adapting project documentation as required in accordance with global rehabilitation technical norms and standards including the International Classification of Functioning. Contributing to the regular reporting of the rehabilitation activities (collection and analysis of the technical data collected) in conjunction with the project team and the MEAL team. If relevant, ensuring coordination and collaboration with the technical partners of the project as delegated by the project manager. Supporting capacity development of national rehabilitation staff through assessments, mentoring, supervising and training.Mission 2: Providing technical learning from projects.
Collecting the elements necessary for any planned capitalization or scientific documentation exercises. Providing reports and reflections on training sessions that are implemented, to contribute to technical learning. Being responsible for the technical learning of projects based on lessons learned and good practices. Contributing to rehabilitation technical learning under the responsibility of the specialist based on good practice. Implementing recommendations for improving the technical quality of the rehabilitation components of projects.
Mission 3: Contributing to the animation of the rehabilitation sector.
Contributing to technical recruitment. Contributing to the necessary rehabilitation technical training. Contributing to the skills upgrading plan for rehabilitation professionals. Assisting in coordinating technical professional development and facilitating a community of practice, in collaboration with the technical division. Conducting technical trainings for staff as appropriate. Contributing to other reports & documentation upon request. Providing inputs to support the development of the mission\u2019s next operational strategy in collaboration with the rehabilitation specialist.
Mission 4: Contributing to ensuring HI's technical in\ufb02uence within your perimeter.
Contributing to the in\ufb02uence of HI's expertise: you can represent HI's technical expertise in relevant local networks and with local partners under the guidance of the rehabilitation specialist. Contributing to the strengthening of referral pathways into existing rehabilitation services Relaying and contributing to advocacy messages within its scope of work.ย
CHARACTERISTICS OF THE POSITION:
The security situation in Ukraine remains relatively stable, although air alert is frequently active. However, markets, restaurants and cafes are open, and life continues as normal. There is a strict curfew, the hours depend on the region. Most attacks by RF target energy structures, mainly power grids and power plants, resulting in planned or unplanned disruptions of electricity, water, heating and occasionally internet across the country.
HI has 3 hubs, one in the East (based in Dnipro with a sub base in Poltava), one in the North East (based in Kharkiv), one in the South East (based in Mykolaiv) and the coordination office is in Kyiv. HI staff is accommodated in guesthouses or in hotels (during business trips), usually near HI offices, restaurants, cafes, shopping centers within walking distance and near a shelter (the shelter is either in the building or easy to reach).
Movements between sites can be made by train or by car (HI drivers), depending on the region and time.
