Registration Associate

Organizational Setting and Work Relationships
The Registration Associate is a member of the Registration team and is normally supervised by the Registration Officer. The Registration Associate is responsible for supporting all activities related to registration, and with ensuring that registration is effectively used for the identification of specific protection needs, for the management of operations, and for the achievement of durable solutions.

Depending on the size and structure of the Office, the Registration Associate may provide day-to-day supervision, direction and support to UNHCR staff engaged in registration and related activities (including Reception, Filing and Data Management staff), and monitors the efficiency and quality of registration processes, identity and entitlement documentation activities and population data management. The Registration Associate collaborates closely with Protection, Programme, Operational Data Management and Information Management colleagues as well as with Government authorities and partners on the provision of quality population data for the delivery of registration activities.

Duties
- Assist in the implementation of registration strategies and methodologies for populations of concern.
- Assist in the supervision and daily running of registration team activities, where required.
- Conduct registration interviews when required in accordance with registration standards and guidance.
- Provide counselling to, and responds to queries from, asylum seekers and refugees regarding UNHCR's registration procedures and their rights and entitlements.
- Maintain accurate and up-to date records and data related to all registration cases.
- Identify persons with specific needs and ensure timely referral to protection follow-up as required.
- Collaborate with protection staff and/or partners in the delivery of assistance and programming, including provision of identity and entitlement documentation.
- Draft correspondence and reports relating to registration activities in the operation, when required
- Provide statistics and draft reports related to registration data, as requested.
- In consultation with the supervisor, make decisions related to the day-to-day operations of the registration unit and devise registration procedures which are efficient and effective.
- Draft and submit reports and statistics related to registration.

- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).
- Perform other related duties as required.

Desired Candidate Profile Operational context:

After more than three decades of political turmoil and armed conflict that profoundly affected its population, Iraq is gradually emerging into a period of relative stability. The country is making progress towards sustainable development, including efforts to resolve protracted displacement. Iraq continues to host significant numbers of refugees and asylum-seekers and pursues an inclusive policy that enables their access to national services. Despite these advances, substantial humanitarian and development needs persist.
As of the end of 2025, Iraq generously hosts more than 348,600 refugees and asylum-seekers, of whom 88 per cent are Syrian nationals. Approximately 80 per cent of this population resides in the Kurdistan Region of Iraq (KRI). While most refugees and asylum-seekers live in urban and peri-urban areas, around 30 per cent continue to reside in nine refugee camps nationwide. Iraq also continues to have large numbers of internally displaced people (IDPs), including some 102,000 IDPs who live in IDP camps.
In this evolving context, UNHCR in Iraq has transitioned from a humanitarian response to an approach that increasingly supports development-oriented solutions. UNHCR works closely with the Government of Iraq and partners to support refugees and asylum-seekers in accessing protection, public services such as education and healthcare, and economic opportunities, while also advancing durable solutions for both refugees and IDPs.
Accordingly, UNHCR’s Multi-Year Strategy (2025–2029) envisions that forcibly displaced populations in Iraq will have enhanced access to legal protection, inclusive and quality basic and protection services within national systems and improved economic opportunities.

Desired Candidate Profile

• The incumbent should have strong technical knowledge of the UNHCR registration tools, including ProGres V4, BIMS, Digital Gateway, E-file and experience in troubleshooting and reporting technical issues through the relevant channels.
• The incumbent should have proven experience and qualities in managing people and meeting deadlines. The incumbent should have field experience, including planning and organizing mobile missions in remote areas and a minimal office structure.
• The incumbent should have experience in coordinating with stakeholders, including government counterparts and partners.
• The incumbent must have experience in protection case management in the context of refugee situation including Best Interest Assessments (BIA), Civilian Character of Asylum assessments and practices, and Voluntary Repatriation processing.
• The incumbent must also have strong experience in overall asylum procedures in Iraq in line with the national and international laws related to refugees, including strong experience with the Administrative Instructions for Regulating the Affairs of Asylum seekers in KRI.
• The incumbent should have proven knowledge of UNHCR Registration Standard Operational Procedures. Experience in providing training and other capacity-building exercises is also an asset.
• Fluency in English and Kurdish languages required, knowledge of Arabic language is desired.
