FHI 360 is seeking three qualified candidates to fill a position of Regional Team Lead, EpiC Uganda to provide technical leadership and oversight of life-saving HIV/TB and other health services in three regions of Uganda.
Job Summary:
The Regional Team Lead will provide technical monitoring and support for implementation of life-saving HIV/TB and other health strategies and interventions for EpiC Uganda in the East, West, and North regions of Uganda. S/he will provide technical support and capacity building to project partners and ensure strong technical performance in his/her respective region. S/he will ensure completion of high-quality project technical deliverables on schedule and within budget constraints. The Regional Team Leads will supervise relevant program personnel to ensure EpiC Ugandaโs technical objectives are met. S/he will contribute to and/or lead technical presentations for regional stakeholders, including but not limited to relevant Government of Uganda staff, and actively participate in regional performance review and learning platforms.
Accountabilities:
Provides technical leadership and oversight of EpiC Uganda HIV & TB and potentially nutrition, malaria, and maternal health activities in their respective regions of Uganda in collaboration with the EpiC Technical Director, Senior Technical Advisor HIV & TB, Senior Technical Advisor Strategic Information, HRH Technical Specialist, and Community Services Technical Specialist to ensure delivery of quality life-saving services at facility and community level.
Creates and/or refines technical portion of the project workplan as it relates to community services, strengthened PNPF service delivery platforms, mainstreaming Human Resources for Health (HRH), and Strategic information (SI) activities in their respective regions, ensuring alignment with available resources and budget.
Demonstrates good judgment in addressing challenges, selecting methods, techniques, and evaluation criteria for obtaining solutions, with some supervision.
With technical oversight, provides technical leadership in the design, development, planning, and implementation of EpiC project activities in their respective regions of Uganda.
Contributes to regional staff and partner capacity-building, as appropriate, on implementing and monitoring HIV & TB and other health sector life-saving activities.
Leads the day-to-day technical activities and tracks delivery of project results in their respective regions.
Monitors regional staff membersโ LOE (Level of Effort) needs to ensure adequate coverage of resources.
Maintains a constructive dialogue and technical exchange with regional counterparts and technical staff members of implementing partners.
Ensures technical implementation is consistent with best practices and meets funder contractual obligations.
Supervises regional technical staff members, sub-partners, and others implementing technical project work.
Drafts relevant sections of donor technical reports.
Prepares and delivers presentations to donors and national and regional Government of Uganda stakeholders on project progress.
Gathers and aggregates data to provide a high-level overview.
Identifies areas for improved efficiency or effectiveness within prescribed parameters, and institutes enhancements to procedures.
Applied Knowledge & Skills:
Ensures appropriate and timely technical support for the EpiC project.
Ensures the quality of implemented technical activities and systems.
Conducts routine coordination with staff and consultants, as needed, on-site and at field sites.
Strong knowledge and skills in HIV & TB program implementation in Uganda.
Knowledge of maternal health, nutrition and malaria programming.
Solid knowledge of technical standards, operational processes and procedures, work, and task flow as it relates to HIV, TB, malaria, nutrition, and maternal health.
Has the ability to manage projects, set realistic priorities, and plan for the successful implementation of activities.
Strong writing and verbal communication skills.
Relevant computer software skills (including, at a minimum, the standard applications in MS Office).
Ability to manage own work to job and performance standards.
Must be able to read, write and speak fluent English.

Supervision Given/Received:
Will supervise junior program staff members, which may include M&E/SI, Community Services, and HRH Technical Officers.
Coordinates own workflow and sets individual priorities.
Works under general guidelines for completion and accuracy as determined by the supervisor.
Accomplishes results through lower-level staff managers or through experienced staff who exercise independence in their assignments.
Serves as mentor to more inexperienced technical staff.
Reports to Technical Director, HIV & TB.
Education:
Masterโs Degree or its International Equivalent in either Public Health, Global Health, Epidemiology, Clinical Medicine, or Human Development or Related Field.
Project Management (PM) training is of added advantage.
Experience:
8+ years of relevant experience in technical implementation of HIV and other health projects and/or programs in Uganda.
Experience working with PEPFAR-supported programs and local or international organizations implementing HIV/TB care and treatment programs in Uganda.
Documented experience providing HIV technical assistance to government and/or partner organizations.
Program development or program management experience strongly preferred.

Ability to spend long hours looking at a computer screen and doing repetitive work on a keyboard.
Ability to sit and stand for extended periods of time.
Ability to lift 5 - 25 lbs.
