The Opportunity
Plan International seeks for a Regional Monitoring and Evaluation Specialist to provide technical support for the implementation and improvement of the Planning, Monitoring, Evaluation, Reporting and Learning (PMERL) system and to strengthen the operational M&E capacity of Country Offices to generate, manage and use data effectively and consistently. The M&E Specialist will support the implementation and optimization of Plan Internationalโs PMERL system, under the guidance of the MERL Lead. A 50% time of traveling is foreseen.
Key End Results
Dimension 1: Reporting and Analysis
Objective: Contribute technical inputs and consolidated data to support regional analysis and evidence-based decision-making.
Systematize and structure monitoring data to support regional analysis. Develop dashboards, databases, and visual reports to inform planning and decision-making based on an understanding of the needs to different staff and offices Support data cleansing, validation, and analysis of quantitative and qualitative information. Assist in the preparation of regional reports and technical summaries by country or thematic area. Optimize the use of existing AI tools to generate automated results report
Dimension 2: Ongoing Support to Monitoring and Evaluation
Objective: Ensure the effective operation of the institutional monitoring system (PMERL) and quality assurance in project design and implementation.
Provide continuous technical assistance to country teams on the use and optimization of PMERL. Support the formulation and revision of project results frameworks, logframes, and indicators. Ensure alignment of project design with institutional standards and monitoring frameworks. Respond to technical inquiries and provide troubleshooting for MERL tools and platforms, including responding to helpdesk tickets raised by ROA countries on the PMERL system
Dimension 3: Provision of High-Quality Technical Expertise
Objective: Ensure that MERL processes across the region are methodologically robust, ethically sound, and aligned with institutional best practices.
Provide technical input to internal and external project evaluations at national levels. Ensure adherence to ethical standards in data collection and evaluation processes and an active member of the Global Ethics Review Team. Assist in the development and adaptation of tools and methodologies for MERL purposes. Stay updated on emerging MERL practices and tools, proposing innovations when relevant.
Dimension 4: Capacity Strengthening
Objective: Build the technical capacities of MERL staff across the region and foster knowledge sharing and peer learning.
Key Responsibilities:
Design and deliver technical trainings (virtual or in-person) on topics such as PMERL, project indicator development, evaluation design, etc. Develop user guides, templates, and reference materials to standardize MERL practices. Promote peer-to-peer learning and collaboration among country MERL teams. Document and disseminate good practices and lessons learned from implementation. Collaborate with the global MERL and PMERL teams to coordinate the roll out of future system upgrades
Ensures that Plan Internationalโs global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan Internationalโs Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

Skills and Qualifications:
Solid knowledge of monitoring and evaluation practices in development and humanitarian contexts. Understanding of field-level data collection methods, M&E tools, and indicator tracking. Familiarity with the realities and challenges of programme implementation and how they affect M&E work. Understanding of gender and power dynamics in data collection, analysis, and reporting. Awareness of diverse approaches to programme monitoring and results reporting across different country contexts. Data analysis skills, with the ability to organize and interpret programme data using common tools (e.g. Excel, Power BI, Kobo, etc.). Able to develop and adapt tools, templates, and checklists to support M&E activities. Capable of delivering clear and practical guidance to country teams on using M&E tools and systems. Good communication skills to support training and helpdesk-type support. High attention to detail in managing data consistency and reporting formats. Comfortable working with digital platforms and remote collaboration tools. Able to influence senior staff for improved MERL practices Fluent in Spanish; able to write simple, clear reports and guidance documents. Supports knowledge sharing and learning in a practical, action-oriented way. Respects and promotes Planโs values, safeguarding principles, and commitment to inclusion.
