Work LocationRemotely Expected duration5 months Phase 1: 1 March 2025 to 31 May 2025 (3 months) Phase 2: 1 September 2025 to 31 October 2025 (2 months) Duties and ResponsibilitiesMany investment promotion agencies (IPAs) are undergoing strategic reset in response to the coronavirus crisis, the changing geopolitical landscape as well as new investment trends and opportunities. IPAs around the world had to adapt and rethink traditional investment promotion strategies, FDI models, and priority sectors in which to target FDI to build back better and get back on a path towards sustainable development. A key part of this rethink has also been the shift towards packaging, vetting, and promoting investible opportunities in sectors related to sustainable development and towards cooperating more within regional frameworks to promote themselves to attract investment, and where feasible boost trade. UN ESCAP has been providing technical assistance and capacity-building support to its member state Investment Promotion Agencies (IPAs) to support their national and regional investment attraction and promotion work in sustainable development sectors. This project ASEAN Green Investment Catalyst (AGIC) will focus on supporting the implementation of the ASEAN Regional Investment Promotion Action Plan (RIPAP), by boosting institutional capacity and project offerings of investment promotion agencies regionally and nationally to attract investment in green transition sectors. This TOR is for an individual contractor to provide technical expertise and strategic support to advance sustainable and inclusive investment promotion and attraction in the ASEAN region. Under the overall guidance and supervision of the Economic Affairs Officer, Innovation, Enterprise and Investment Section of the Trade, Investment and Innovation Division, the responsibilities are: The consultant will develop a report on Key Progress Indicators (KPIs) for the ASEAN Regional Investment Promotion Action Plan (RIPAP). This task includes identifying and designing KPIs that align with RIPAPโ€™s objectives of enhancing investment promotion, attraction, and facilitation across ASEAN member states. The report will specifically incorporate GEDSI-focused KPIs to ensure that RIPAP promotes inclusive investment strategies. (Output A) The consultant will design and deliver a total of two 2-day practical capacity-building meetings with RIPAP focal points to support ASEAN member States in the implementation of RIPAP and the development of investment-ready projects (one in May 2025 and one in Q3 2025). These workshops will focus on building the capacity of Investment Promotion Agencies (IPAs) and relevant stakeholders to operationalize RIPAP, develop investment-ready projects, and align them with regional objectives. (Output B and Output C) The consultant will develop a template for investment-ready opportunities and a standardized pitch deck tailored for green transition sectors in ASEAN and related to the ASEAN Regional Investment Promotion Action Plan (RIPAP). This template will enable Investment Promotion Agencies (IPAs) to organize and present critical information effectively, focusing on green transition investment opportunities. The pitch deck may include customizable sections for sector highlights, financial projections, ESG impacts, GEDSI assessments, risk mitigation strategies, and potential returns, ensuring a consistent and impactful presentation to investor audiences. (Output D) Qualifications/special skillsMaster's degree in economics, business, international development or related field. 1. Minimum 15 years of experience in investment promotion or attraction, economic development, or related fields. 2. Proven track record facilitating high-level workshops with government officials. 3. Strong knowledge of ASEAN investment trends and the ASEAN Regional Investment Promotion Action Plan. 4. Expertise in developing KPIs for investment promotion and attraction. 5. Please indicate whether you have worked with the United Nations and provide the daily rate you expect to charge. LanguagesExcellent spoken communication skills in English are required.
