Vacancy #: 7492 Unit: Human Resources - Oceania Regional Office Organisation: International Union for Conservation of Nature (IUCN) Location: Oceania Regional Office, Suva, Fiji Reporting to: Head of Regional Human Resources, Asia and Oceania Work percentage: 100% Grade: P2 Expected start date: 16 February 2026 Type of contract: Fixed-term Closing date: 27 January 2026 BACKGROUND The Regional Human Resources Officer ensures that the HR requirements under the Host Country Agreement with Fiji are honored and that appropriate liaison occurs with Government of Fiji offices such as the Ministry of Foreign Affairs, Department of Immigration, and Department of Environment. In addition, and in view of the management arrangements for IUCNโs Regional Hubbing mechanism, the RHRM has a functional reporting line to the Director Human Resources, Asia directing all HR initiatives at the Asia Hub Regional Office to which the ORO falls under. The Regional Human Resources Officer will be responsible for recruitment and staffing, compensation, benefits and entitlements administration and performance management, among others. JOB DESCRIPTION 1. MAJOR RESPONSIBILITIES:
The Regional Human Resources Officer will be responsible for the Human Resources Management of the IUCN Oceania Regional Office to ensure that business services are accomplished in an effective, efficient and timely manner and in compliance with all legislative, policy and procedural guidelines of IUCN and the local labor law, as applicable.
2. SPECIFIC DUTIES:
โข Identify HR-related issues across the region which expose Oceania Regional Office (ORO) to potential risks (e.g., labor law, performance and conduct, employee relations, etc.) and provide the Regional Director with appropriate resolutions;
โข Generate people metrics and reports as and when required, including sound analysis of challenges, trends and recommendations to enable sound decision making;
โข Contribute to matters related to organizational management and staff development in the region.
โข Ensure compliance with IUCN policies and procedures and international best practices with respect to all components of people management;
โข Support the Regional Director in implementing a competitive and equitable compensation strategy in IUCN ORO;
โข Coordinate the head count exercise and provide support the finance department and programme heads for staff-related budgets;
โข Advise line managers and assist with conflict management/resolution and grievance handling and disciplinary procedure as required;
โข Contribute to the development or revision of global Human Resource initiatives, policies, procedures and practices and assist in their adaptation for the Oceania Region as required;
โข Ensuring policies, procedures and Conditions of Services in the region are aligned with the global IUCN policies and strategies and comply with any regulations applicable to IUCN in accordance with the respective local labor laws and/or Host Country Agreements in various locations across the region
โข Monitor HR services and compliance with policies and procedures in the region on a regular basis and participate/undertake periodic HR audits as may be required by the Regional Director
โข Establish and maintain liaison with officials within the Ministry of Foreign Affairs, Department of Immigration, and Department of Environment and ensure the timely approval of visas and work permits for expatriate staff and visiting IUCN dignitaries
โข Facilitate diplomatic privileges and clearances with the Ministry of Foreign Affairs in accordance with the Host Country Agreement with Fiji
โข Maintain effective liaison with the Ministry of Labour, Industrial Relations and Employment and ensure that IUCN ORO complies with Fijiโs Employment Regulation Promulgation and any relevant labour laws and provide advice to staff members on the labour legislation and employment standards
โข Develop local Conditions of Service (CoS) for different countries across the Oceania region
โข Coordinate OROโs workforce planning and conduct regular review of HR needs at ORO
โข Liaise with the Head of Administration & Finance Manager on all life and medical insurance policies and ensure that these are in place at all times for all staff
โข Support the implementation of HR strategic plans and initiatives in ORO
โข Coordinate with the Finance Unit to ensure OROโs payroll reflects accurate salary scales in accordance to staff positions and levels
โข Manage the Human Resources Management System (HRMS) for the IUCN ORO and ensure the successful delivery of operational HR services to all staff
โข Ensure that accurate Job Descriptions are in place for all staff; advise and assist line managers with writing job descriptions and reviews as necessary
โข Manage the payroll process in IUCN ORO
โข Organize staff orientation
โข Ensure acquisition, retention and development of talent for IUCN in ORO, focusing on โright fit โcandidates through the development and/implementation of flexible staffing and talent acquisition plans which anticipate and respond to the changing needs of offices;
โข Lead end to end recruitment of all staff (within the positionโs DoA) for IUCN ORO as per IUCN established guidelines
โข Manage the advertisement of vacant positions and ensure relevant notices are placed on appropriate newspapers and publications, circulated through networks and placed on other online or broadcast media as appropriate
โข Organize candidate review and assessments as well as conducting reference checks
โข Administer the contract management of staff in ORO and make recommendations on any issues that need to be resolved
โข Oversee the contract and benefits administration in regard to issuance, renewal and revision for contracts (staff, consultants, interns, secondees, etc.) that come with the purview of IUCN ORO Review consultancy contracts for ORO in line with local labour laws and IUCN contract review and sign-off procedures
โข Draw the attention of Regional Director in a timely manner to any instances of HR risks, issues, legal compliance, performance and conduct, employee relations, among others, and recommend possible resolutions
โข Ensure departure processes, end of contract payments and exit interviews are conducted for staff leaving IUCN.
โข Support the implementation of global initiatives relating to performance management, job family and the competency framework at ORO
โข Manage the annual performance appraisal exercise for the IUCN ORO and ensure adherence to IUCNโs Performance Management System;
โข Provide guidance to line managers and staff on performance management and the application of individual work plans, performance improvement plans and performance reviews.
โข Facilitate the promotion exercise reviews.
โข Identify learning and development needs in ORO and develop a consolidated Training Needs Assessment to be used for staff training and development.
โข Organize staff training sessions, workshops and activities as and when necessary and in line with organizational needs
โข Represent IUCN internally and externally with regard to the people function in the region to learn and share best practices
โข Manage the following administrative processes for the regional office:
i. Oversee the maintenance of office furnishings, equipment and vehicle
ii. Manage the allocation of office space and lease agreements
iii. Maintenance and security of all ORO offices and premises
iv. Ensure adequate insurance coverage for property, cash, travel, 3rd party liability and other risks.
v. Liaise with government departments and authorities on administrative matters such as agreements, duties & taxes related to the regional office.
vi. Always ensure staff safety and security, including planning for safety training and drills.
โข Perform other duties as may be reasonably required. REQUIREMENTS โข A Masterโs Degree in Human Resources Management, Psychology, Management, Public Administration, or a relevant field
โข A minimum of 8-10 yearsโ relevant experience, inclusive of experience working in a regional/international organization. Previous experience of working with government would be desirable, with at least 5 yearsโ experience in mid-level managerial role
โข Proven skills as an HR Generalist with proven experience and understanding of HR principles; experience of working with HRMS or similar HR tools
โข Sound understanding of relevant legislation, policies and procedures
โข Proficient in the use of computer applications including MS Office (Word, Excel and PowerPoint and other web-based management systems), Email, Internet and ability to learn other organizational applications
โข Skills in team building, problem solving, time management, stress management and negotiations
โข Highly motivated and results-oriented individual
